Housing Element Adoption 2010 <br />EXHIBIT A: HOUSING ELEMENT ADDENDUM <br />Apri15, 2010 <br />The following changes are incorporated by reference into the San Leandro Housing Element and are part <br />of the document to be considered by the City Council on April 5, 2010. These changes will be <br />incorporated in a revised version of the document to be printed following adoption. <br />Page 2-3, first column, first paragraph, second sentence, information has been updated to <br />current departmental organization: <br />The Office of Businesses Development, which is also within the Community Development <br />Department, ^•~°°~°°~'~•~ +'•° r:,.. "~~~°'•°~'~ n~~°°, administers the City's Redevelopment <br />Agency and works closely with the Housing Services Division <br />1/~~ on housing activities. <br />Page 5-26, second column, following the "Conclusions, "add new heading called "Other <br />Potential Governmental Constraints" and include the following text: <br />In addition to the regulations and programs listed above, other government programs were <br />evaluated to determine if they were potential constraints to housing production. San <br />Leandro has a Rent Review Program that provides for a review of rent increases exceeding <br />$75 per month, or exceeding 10 percent of the rent amount, or exceeding one increase <br />within a 12-month period. Hearings are conducted by a Rent Review Board. Because the <br />program uses mediation and non-binding arbitration, it is not a constraint. To the contrary, <br />the program has helped resolve rent disputes in a fair, equitable manner that considers the <br />perspectives of both landlords and tenants. The City also has a Rent Stabilization <br />Agreement with owners and tenants at the Mission Bay Mobile Home Park. This is not <br />considered a constraint to housing production since it only applies to a single mobile home <br />development. The agreement has helped maintain the affordability of this project, which <br />largely serves senior citizens, and has not hindered the construction of mobile homes <br />elsewhere. <br />Conclusions: The Rent Review Program and Mission Bay Mobile Home Stabilization <br />Agreements do not pose constraints to housing development in San Leandro, <br />Global Changes: Minor typographical errors and formatting errors will be corrected in the final <br />version.
