Wicks Blue Dolphin Lift Station Rehabilitation - <br />Award of Contract 2 Apri15, 2010 <br />Analysis <br />The bids were opened on March 10, 2010. Four bids were received ranging from $759,000 to <br />$1,062,440. Redwood Engineering Construction, the apparent low bidder, with a bid of <br />$759,000, was determined to be non-responsive due to its failure to submit the required <br />addendum acknowledgment sheet. Hence, Con-Quest Contractors, Inc., the second lowest <br />bidder, was deemed responsive and therefore, it is recommended that it be awarded the contract. <br />The engineer's estimate for the work was $782,000. Staff has also verified that the contractor is <br />in good standing through the State Contractors' License Board. <br />Current City Council Policy <br />Ensure well-maintained sewer facilities. <br />Previous City Council Action(s) <br />• On January 19, 2010, by Resolution No. 2010-005, the City Council approved plans and <br />specifications and call for bids for this project <br />• On May 4, 2009, by Resolution No. 2009-060, the City Council approved a consulting <br />services agreement with Freyer and Laureta, Inc. for the design of this project <br />Applicable General Plan Policy <br />Policy 52.04: Maintain efficient, environmentally sound, and cost-effective wastewater <br />collection and treatment services in San Leandro. <br />Permits and/or Variances Granted <br />The building permits for this project, BLD2009-01608 and BLD2009-01605 have been obtained. <br />Environmental Review <br />California Environmental Quality Act (CEQA) exemption has been filed with Alameda County, <br />pursuant to Section 15301 "Existing Facilities". <br />Fiscal Impact <br />The construction cost of this project is $846,500, including construction administration and <br />inspection costs. Public Works Services expects cost savings due to less frequent maintenance <br />of the facilities as a result of the improvements. <br />Budget Authority <br />Funds were appropriated as part of the FY 2008-09 budget approved by City Council on June 2, <br />2008 by Resolution Number 2008-058 in Capital Improvement Project (CIP) account numbers <br />593-52-243 and 593-52-244. <br />
