CITY OF SAN LEANDRO
STAFF REPORT
DATE: May 3, 2010
TO:
FROM:
BY:
Stephen L. Hollister, City Manager
APPROVED AND
FORWARDED
TO CITY COUNCIL
tephen L. Hollister
City Manager
Uchenna Udemezue, Director ;{.- ..
Engineering and Transportation Dep ment
Keith Cooke, Principal Engineer
Engineering and Transportation Department
SUBJECT PROJECT/PROJECT DESCRIPTION:
RESOLUTION ACCEPTING THE WORK FOR PEDESTRIAN IMPROVEMENTS -
SIDEWALK 09-10 PROJECT, PROJECT NO. 09-150-36-289.
SUMMARY AND RECOMMENDATION
Staff recommends acceptance of the work and filing of the Notice of Completion for the subject
project.
BACKGROUND
Both the State Highway Code and the San Leandro Municipal Code require that property owners
maintain the sidewalks along their frontage. The City operates a sidewalk repair program,
described in Title 8 of the San Leandro Administrative Code, which provides for the repair of
sidewalk damage and describes in detail the financial responsibility. Larger defects that require
removal and replacement of concrete are the responsibility of the property owner. However,
minor repairs made by grinding or patching are paid for by the City at no (direct) cost to the
property owner. This contract was for the repair of defects by grinding or other means, and
therefore will be paid entirely by the City.
ANALYSIS
Generally, the City's Public Works Services Department repairs uplifted sidewalk and potential
tripping hazards city-wide. However, due to time and workforce constraints, Public Works
Services cannot address the large number of repairs this year. Therefore, staff recommended and
Council agreed that the City would bid the project using Transportation Development Act (TDA)
Pedestrian Accessibility Improvement funds. On December 21, 2009, RP Engineering
Contractors was awarded the contract for submitting the highest quantity bid in the amount of
3,811 linear feet at the lowest unit cost of $5.51 per linear foot, which was determined to be a
responsive bid. Grinding work began on March 10, 2010 and was completed on March 29, 2010.
