Hollister <br />City Manager <br />Uchenna Udemezue, Director ;{.- .. <br />Engineering and Transportation Dep ment <br />Keith Cooke, Principal Engineer <br />Engineering and Transportation Department <br />SUBJECT PROJECT/PROJECT DESCRIPTION: <br />RESOLUTION ACCEPTING THE WORK FOR PEDESTRIAN IMPROVEMENTS - <br />SIDEWALK 09-10 PROJECT, PROJECT NO. 09-150-36-289. <br />SUMMARY AND RECOMMENDATION <br />Staff recommends acceptance of the work and filing of the Notice of Completion for the subject <br />project. <br />BACKGROUND <br />Both the State Highway Code and the San Leandro Municipal Code require that property owners <br />maintain the sidewalks along their frontage. The City operates a sidewalk repair program, <br />described in Title 8 of the San Leandro Administrative Code, which provides for the repair of <br />sidewalk damage and describes in detail the financial responsibility. Larger defects that require <br />removal and replacement of concrete are the responsibility of the property owner. However, <br />minor repairs made by grinding or patching are paid for by the City at no (direct) cost to the <br />property owner. This contract was for the repair of defects by grinding or other means, and <br />therefore will be paid entirely by the City. <br />ANALYSIS <br />Generally, the City's Public Works Services Department repairs uplifted sidewalk and potential <br />tripping hazards city-wide. However, due to time and workforce constraints, Public Works <br />Services cannot address the large number of repairs this year. Therefore, staff recommended and <br />Council agreed that the City would bid the project using Transportation Development Act (TDA) <br />Pedestrian Accessibility Improvement funds. On December 21, 2009, RP Engineering <br />Contractors was awarded the contract for submitting the highest quantity bid in the amount of <br />3,811 linear feet at the lowest unit cost of $5.51 per linear foot, which was determined to be a <br />responsive bid. Grinding work began on March 10, 2010 and was completed on March 29, 2010. <br />
