Hollister, City Manager ,�j� <br />FROM: Luke Sims, Community Development Director I " <br />BY: Kathleen Livermore, P� la ng Manager and <br />Sally Barros, Senior Planner <br />MATTER OF CERTIFICATION OF THE KAISER PERMANENTE SAN LEANDRO <br />MEDICAL CENTERIMIXED-USE RETAIL DEVELOPMENT PROJECT EIR, <br />INCLUDING ADOPTION OF THE ATTACHED CEQA FINDINGS AND STATEMENT <br />OF OVERRIDING CONSIDERATIONS AND MITIGATION MONITORING AND <br />REPORTING PROGRAM; ADOPTION OF A GENERAL PLAN AMENDMENT FOR <br />THE ENTIRE PROJECT SITE TO GENERAL COMMERCIAL; RE -ZONING OF THE <br />ENTIRE PROJECT SITE TO COMMERCIAL COMMUNITY WITH A PLANNED <br />DEVELOPMENT OVERLAY [CC (PD)]; APPROVAL OF A PLANNED <br />DEVELOPMENT FOR PHASE 1 OF THE MEDICAL CENTER INCLUDING SITE <br />PLAN REVIEW BASED ON THE GUIDELINES, PLANS AND OTHER PROJECT <br />SUBMITTALS; AND APPROVAL OF THE DEVELOPMENT AGREEMENT FOR THE <br />PROJECT <br />SUMMARY AND RECOMMENDATION <br />The purpose of this May 3, 2010 City Council hearing is to receive comments from the public on <br />the merits of the proposed Kaiser Permanente San Leandro Medical Center/Mixed-Use Retail <br />Development project and on the adequacy of its EIR, and to consider certification of the EIR and <br />approval of the various project entitlements currently sought by Kaiser Foundation Hospitals <br />(Kaiser). <br />On April 22, 2010 the San Leandro Planning Commission held a special hearing to consider <br />making recommendations to the City Council on these items. The staff report for that April 22, <br />2010 hearing (see Attachment A and it's associated Exhibits) indicated staff's support for <br />Planning Commission recommendations to certify the EIR and to approve the various project <br />entitlements. Following public comment and Commission deliberations, the Planning <br />Commission voted 7 — 0 in favor of recommending certification of the EIR, approval of a <br />General Plan amendment, re -zoning of the site, Planned Development Project approval and <br />approval of the Development Agreement (see Planning Commission Resolution, Exhibit "A" to <br />the April 22, 2010 Planning Commission Special Hearing). <br />
