to provide two left -turn lanes, one through lane and one shared -through -right lane on <br />the southbound approach (as well as bike lanes in both directions in accordance with <br />the San Leandro Bicycle and Pedestrian Master Plan). With such widening, the <br />southbound left -turn queue could be accommodated within the storage capacity of the <br />two left turn lanes, and upstream traffic operations along Merced Street would not be <br />adversely affected. The mitigation measure requires the project sponsors to contribute <br />fair -share funds towards this improvement. (MM TR -1.2) <br />The left -turn lane required for the new signalized driveway along Marina Boulevard could <br />encroach into Caltrans right-of-way. It is uncertain if an encroachment permit can be acquired, <br />and therefore the City cannot guarantee that this mitigation measure will be fully implemented. <br />As such, impacts to the Marina Boulevard/Merced Street intersection would be significant and <br />unavoidable. <br />Additionally, widening Merced Street would require the acquisition of additional right-of-way. <br />Acquiring this additional right-of-way cannot be guaranteed due to the presence and potential <br />impacts to existing businesses along Merced Street. As such, impacts to the Republic Avenue/ <br />Merced Street intersection would be significant and unavoidable. <br />Traffic Impacts - Cumulative (2035) plus Phase 1 plus Mixed Use Retail Development <br />When added to projected cumulative traffic levels by year 2035, traffic associated with <br />development of Phase 1 of the Kaiser Medical Center together with traffic from the mixed-use <br />retail development would cause several intersections to degrade to substandard levels of service. <br />Mitigation: In addition to the improvements identified in MM TR -1.1 through MM <br />TR -1.3 above, there is additional mitigation needed to address the contribution to <br />cumulative traffic impacts associated with Phase 1 of the Kaiser Medical Center <br />together with traffic from the mixed-use retail development. <br />The following table provides a summary of the affected intersections, the mitigation measures <br />required, and a conclusion as to whether these measures can be implemented by the City to <br />reduce traffic impacts. <br />Intersection - Mitigation Measure Limits on Implementation' <br />Location <br />Davis Street/ Mitigation of this traffic impact requires the westbound lanes to <br />Implementation of this <br />Doolittle Drive be re -striped to provide one left turn lane, one through lane, and <br />mitigation measure would <br />two right -turn lanes.
