Environmental Impact
EXHIBIT "D"
MITIGATION MONITORING AND REPORTING PROGRAM
FOR THE KAISER SAN LEANDRO MEDICAL CENTER / MIXED-USE RETAIL DEVELOPMENT PROJECT
Mitigation Measures
Monitoring Responsibility Implementation and
Monitoring Timeline
would cause several intersections to Davis Street/Doolittle Drive intersection such that the westbound lanes shall be re- Transportation Section - improvements prior to
degrade to substandard levels of service striped to provide one left turn lane, one through lane, and two right -turn lanes. issuance of building permits
or increase traffic at locations that are Determination and collection of for the Mixed -Use Retail
already operating at substandard levels, TR -9.2 Re -stripe the eastbound approach lanes at the Marina Boulevard/Teagarden fair share sum Development, or shall make
thereby resulting in significant cumulative Street Intersection. fair -share payments prior to
impacts. issuance of certificates of
After implementation of Mitigation Measure TR -1.1, the project sponsors shall
contribute fair share funds towards the conversion of the eastbound right -turn lane to
a shared through -right lane and provide an additional receiving lane on the east leg
of the intersection.
TR -9.3 Optimize the actuated -uncoordinated signal timing at the Marina
Boulevard/Alvarado Street intersection.
After implementation of Mitigation Measure TR -1.1, the project sponsors shall
contribute fair -share funds towards optimization of the adaptive traffic signal system
for cycle length modification and optimized actuated -coordinated phasing sequence
and timings along Marina Boulevard and Merced Street corridors.
TR -9.4 Add lanes and modify lane geometries at the Fairway Drive/Merced Street
intersection.
The project sponsors shall contribute fair -share funds towards improvements to the
Fairway Drive/Merced Street intersection such that the following modifications shall
take place: on the eastbound approach add one left -turn lane to provide two left -turn
lanes, one through lane, and one right -turn lane; on the westbound approach
restripe the right -turn lane to a shared through -right lane to provide one left -turn
lane, one through lane and one through -right lane. This mitigation measure would
require the widening of the west leg of the intersection to allow for the additional
eastbound left -turn lane and the additional westbound receiving lane.
TR -9.5 Optimize the actuated -uncoordinated signal timing at the Aladdin
Avenue/Alvarado Street intersection.
At the Aladdin Avenue/Alvarado Street intersection, the cycle length of the actuated
uncoordinated signal timing shall be optimized. This modification is to be funded on
a fair -share basis by the project sponsors.
TR -9.6 Modify the cycle length at the Marina Boulevard/1-880 Southbound Ramos
intersection and add an additional lane along the 1-880 southbound off -ramp
After implementing the traffic signal coordination plan for the Marina Boulevard and
Merced Street corridors described in Mitigation Measure TR -1.1, the traffic signal
occupancy for Mixed -Use
Retail buildings
April 22, 2010 Kaiser Permanente San Leandro Medical Center and Mixed -Use Retail Development Project 15/22
