MINUTES Page 11 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-May 3, 2010 <br />A. Resolution Authorizing the City Manager to Submit the Measure B Paratransit <br />Application for the Expenditure of Measure B Paratransit Funds in FY 2010-11 to the <br />Alameda County Transportation Improvement Authority (ACTIA), and to Negotiate <br />and Execute All Documents in Support of These Activities (provides funding for FLEX <br />Shuttle, bus service for seniors and people with disabilities). <br />Recreation and Human Services Manager Joann Oliver gave a short PowerPoint <br />presentation, reporting ridership statistics for the Flex Shuttle, and outlining the <br />proposed changes to the Shuttle service. <br />Councilmember Prola expressed concern regarding the proposed cuts to service. <br />Councilmember Reed expressed appreciation for staff's work to maintain a quality <br />service amidst budget challenges. Councilmember Reed moved to adopt the resolution. <br />Councilmember Stephens recalled that when first implemented, the service was <br />supposed to be self-sustaining. He asked if the Shuttle budget would be balanced if the <br />proposed cuts were made. Ms. Oliver confirmed that it would be. <br />Vice Mayor Starosciak acknowledged the efforts by staff to find ways to improve the <br />Flex service by shortening the routes. She seconded the motion. <br />Councilmember Souza asked if the $20 annual fee could be waived for financial <br />hardship. Ms. Oliver commented that a waiver could be considered; however, staff <br />believes the fee is affordable. She noted that curb-to-curb riders already pay a fee for <br />service, and it does not appear to be a problem. <br />• Resolution No. 2010-053, Resolution Authorizing the City Manager to Submit <br />the Measure B Paratransit Application for the Expenditure of Measure B <br />Paratransit Funds in FY 2010-11 to the Alameda County Transportation <br />Improvement Authority (ACTIA), and to Negotiate and Execute All Documents <br />in Support of These Activities (provides funding for FLEX Shuttle, bus service for <br />seniors and people with disabilities). <br />M/S/C Reed and Starosciak. Matter of Appointment of Vice Mayor (complies with City Charter Section 310 which <br />states that at its first regular meeting in May, the Council shall designate one of its <br />members Vice Mayor, to serve for a period of one year and until a successor is elected <br />and qualified). <br />A motion was made by Councilmember Gregory, seconded by Councilmember Prola, <br />nominating Councilmember Prola as Vice Mayor. <br />- Motion failed <br />M/S Gregory and Prola.
