MINUTES Page 4 City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-May 3, 2010 Richard Loewke, P.H. Holdings/ICI Development, addressed the City Council, continuing the PowerPoint presentation, commenting on the two left-turn lanes that P.H. Holdings/ICI is advocating, that would accommodate the increased traffic volume into the main entrance to the Kaiser site. Mr. Loewke commented on traffic factors that the EIR does not take into account. Stephen Abrams, Abrams Associates Traffic Engineering, addressed the City Council, continuing the PowerPoint presentation, and commenting that the EIR contains erroneous traffic assumptions, and that the proposed mitigation measures would be inadequate to mitigate the traffic problems. Mick Meldrum, P.H. Holdings/ICI Development, addressed the City Council, continuing the PowerPoint presentation, and commenting that traffic backup created by the proposed project could be solved by acquisition of property rights over a portion of the Foundry parcel and construction of a dual left-turn lane into the project, as listed in Mitigation Measure TR-1.2 of the EIR. Jeff Goldfarb, Preserve San Leandro Mobility, addressed the City Council, requesting that the Council amend the Final EIR to recognize that Mitigation Measure TR-1.2 is feasible, and must be implemented with Phase I of the Kaiser project, and that the Development Agreement be revised to make Phase I construction of the dual left- turn lane a requirement for Kaiser. Mr. Goldfarb requested that the Council continue this matter, and direct that the EIR be revised to address numerous deficiencies that he outlined in a letter delivered to the Council today. He submitted an additional copy of the letter and attachments, as well as copy of a letter from P.H. Holdings. Mr. Goldfarb, now speaking on behalf of P.H. Holdings, stated that they believe if the project is approved tonight, the way the documents are drafted creates the potential for inverse condemnation. David Johnson, San Leandro Chamber of Commerce, addressed the City Council, reading a statement on behalf of the Chamber Board of Directors, stating the Board's endorsement of the Kaiser Medical Center development in its entirety. Mr. Johnson commented that the project represents economic and job growth for the City. Audrey Albers, San Leandro resident, addressed the City Council, commenting on traffic issues, and the need for two left-turn lanes into the proposed hospital from Merced Street. She stated that both lanes should be constructed now rather than later. George M. Silva, San Leandro resident, addressed the City Council, commenting on the need for dual left-turn lanes into the Kaiser project. Mr. Silva stated that traffic on Merced and Republic is already heavy. Linda Boessenecker, Girls Inc., addressed the City Council, expressing support for the proposed Kaiser Permanente project.
