MINUTES Page 5 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-May 3, 2010 <br />agency's programs are funded through grants from Kaiser, and she urged the Council to <br />approve the project. <br />Rose Johnson and Dawn Valadez, Davis Street Family Resource Center (DSFRC), <br />addressed the City Council, expressing support for the Kaiser Permanente project. Ms. <br />Johnson commented that Kaiser provides free physical therapy services to DSFRC <br />clients, as well as "safety net" grants to non-profit agencies. Ms. Valadez commented <br />on Kaiser's community forums and the organization's willingness to outreach and listen <br />to the community. <br />Rene Mendieta, San Leandro resident, addressed the City Council, commenting that <br />the Kaiser Permanente project would provide a needed economic stimulus to the City. <br />Arturo Gonzales, Morrison & Foerster, addressed the City Council, rebutting <br />comments made by previous speakers, and providing assurance that his firm would <br />assist the City in the defense of any challenge to the project. <br />There being no further comments from the public, and without objection, the Public <br />Hearing was closed. <br />The Council recessed from 9:26 to 9:39 p.m. <br />• Resolution No. 2010-043, Resolution Adopting the Related California <br />Environmental Quality Act (CEQA) Findings and Statement of Overriding <br />Considerations, Certifying the Environmental Impact Report (EIR), and <br />Approving the Mitigation Monitoring and Reporting Program for the Kaiser <br />Permanente San Leandro Medical Center and Mixed-Use Development Project <br />(fulfills the CEQA requirements for the subject development project). <br />M/S/C Souza and Prola. Ayes: 7; Noes: 0 <br />• Resolution No. 2010-044, Resolution Amending the General Plan Land Use <br />Designation Pursuant to PLN2009-00030 for the Kaiser Permanente San Leandro <br />Medical Center/Mixed-Use Retail Development Project (adopts the Findings for <br />Project Approval and amends the General Plan land use designation of the project <br />site from General Industrial and Light Industrial to General Commercial). <br />Mayor Santos noted that there are no immediate plans for the mixed use/retail <br />component of the project. He stated that he hoped as the project moved forward, <br />the City would work to maintain the health of all of its retail centers. <br />M/S/C Souza and Prola.
