Ayes: 7; Noes: 0 <br />• Ordinance No. 2010-007, an Ordinance Approving a Development Agreement <br />Between the City of San Leandro and Kaiser Foundation Hospitals (Kaiser) for the <br />Kaiser Permanente San Leandro Medical Center and Mixed-Use Development <br />Project (PLN2009-00030) (provides certainty that the development project will <br />promote the orderly planning of public improvements and services, that costs are <br />allocated to achieve maximum utilization of public and private resources in the <br />development process, and that appropriate measures to enhance and protect the <br />environment are achieved). <br />Passed to print <br />M/S/C Souza and Prola. Ayes: 7; Noes: 0 <br />Mayor Santos thanked the City Council for taking this historic vote. He <br />commented that the Kaiser project represents the largest creation of jobs by <br />Council action in the history of San Leandro. <br />With concurrence of the City Council, Item 5, Public Comments, was moved out of order. <br />5. PUBLIC COMMENTS <br />Public Comments are limited to 3 minutes per speaker, subject to adjustment by the Mayor. <br />When you address the City Council, you should fill out a speaker card and submit it to the <br />City Clerk so the order of speakers may be determined and an official record of names and <br />addresses obtained. The public is invited to make comments on items of public interest NOT <br />listed on the Agenda. <br />Gale Garcia, Berkeley resident, addressed the City Council, commenting in opposition to <br />the AC Transit Bus Rapid Transit (BRT) project. Ms. Garcia commented on the BRT project <br />in Cleveland, and provided the Council with articles she wrote on BRT. <br />Jane Kramer, Alameda resident, addressed the City Council, expressing opposition to the <br />BRT project. Ms. Kramer suggested that AC Transit perform adistrict-wide, in-depth, <br />household needs use study. <br />
