MITIGATION MONITORING AND REPORTING PROGRAM <br />FOR THE KAISER SAN LEANDRO MEDICAL CENTER /MIXED-USE RETAIL DEVELOPMENT PROJECT <br />Monitoring Responsibility Implementation and <br />Environmental Impact Mitigation Measures Monitoring Timeline <br />The project sponsors shall contribute fair-share funds towards the construction of a fair share sum for the Mixed-Use Retail <br />new signalized driveway into the northern portion of the Mixed-Use Retail Development, or shall make <br />Develo ment ro'ect site alon Marina Boulevard between th 1880 thb d fair-share payments prior to <br />p p l g e- sou oun <br />ramps and Merced Street. This new signalized driveway would permit left turns and <br />right turns into the new access driveway from westbound and eastbound Marina <br />Boulevard, respectively, providing a new access point to the project site from <br />westbound traffic on Marina Boulevard, thus diverting a portion of project traffic <br />away from the Marina Boulevard/Merced Street intersection. However, vehicles <br />exiting the project site from this new driveway onto Marina Boulevard would be <br />restricted to right turns only. Due to the close proximity between the new signalized <br />driveway and the Marina Boulevard/I- 880 southbound ramps intersection, right- <br />turns on red would be prohibited from the ramp intersections. The prohibition would <br />minimize conflicts between off-ramp vehicles desiring to enter the left-turn lane at <br />the new signalized intersection and through vehicles. This modification would not <br />significantly impact the adjacent intersections nor would it conflict with any other <br />proposed mitigation measures. In order to prevent additional on-site impacts to the <br />Mixed-Use Retail Development associated with the new driveway and entrance <br />roadway, a 60-foot wide driveway and roadway width with parking restrictions on <br />either side would be required. <br />TR-6. Under Baseline plus Kaiser Medical <br />Center Phase 1 plus Mixed-Use Retail <br />Development conditions, it is unknown if <br />the Mixed-Use Retail Development <br />portion of the project would provide <br />sufficient onsite parking spaces to meet <br />the projected parking demand. <br />TR-1.4 Optimize the traffic signal timing at the Aladdin Avenue/Alvarado Street <br />intersection. <br />To mitigate impacts to the Aladdin Avenue/Alvarado Street intersection under <br />Baseline plus Kaiser Medical Center Phase 1 plus Mixed-Use Retail Development <br />conditions in the AM peak hour, the project sponsors shall contribute fair-share <br />funds towards enhanced traffic signal equipment and software to optimize the traffic <br />signal cycle length and phasing sequence and timings at the Aladdin <br />Avenue/Alvarado Street intersection. <br />TR-6.1 Prepare Parking Demand Studv. <br />San Leandro Engineering & <br />Transportation Department , <br />Land Use Division, <br />Transportation Section - <br />Determination and collection of <br />fair share sum <br />San Leandro Planning Services <br />TR-9. San Leandro Engineering & <br />Transportation Department , <br />The project sponsors shall contribute a fair share sum towards improvements to the Land Use Division, <br />Kaiser Permanente San Leandro Medical Center and Mixed-Use Retail Development Project <br />issuance of cert~cates of <br />occupancy for Mixed-Use <br />Retail buildings <br />Kaiser shall either enter into <br />a public improvement <br />agreement for these <br />improvements prior to <br />issuance of building permits <br />for the Mixed-Use Retail <br />Development, or shall make <br />fair-share payments prior to <br />issuance of certificates of <br />occupancy for Mixed-Use <br />Retail buildings <br />Review and approve the <br />parking study <br />Kaiser shall either enter into <br />a public improvement <br />agreement for these <br />14/22 <br />
