The key elements
of the measure would be: a one-quarter percent local sales tax increase, with a seven-
year sunset; a Citizens Oversight Committee that would review the revenues and
expenditures; and an annual independent audit.

Councilmember Stephens expressed reservations about the proposal. He stated that a
seven-year sunset was too long, and he could not support it. He commented that he
would like to have an expansive discussion on balancing , and how the
funds are proposed to be used.

Mayor Santos agreed with Councilmember Stephens on the need for such a discussion.

Mr. Hollister noted that the funds could not be earmarked for a specific use; otherwise,
it would become a special tax, and require a two-thirds majority to pass. He indicated
that the Council could instead develop spending guidelines or priorities for the funds.
Mr. Hollister pointed out that the budget message listed the reductions that would need
to be made if revenues did not increase, and that the General Fund reserves would fall to
a dangerously low level.
