He commented on the
mounting distrust by residents toward state and federal legislators, the interest in having
control over local revenues, and the success by other local agencies with similar revenue
measures. Councilmember Gregory suggested looking more closely at the seven-year
sunset and the audit components of the measure.

Councilmember Prola commented that in the polling, seven years was the limit that
voters would accept. He noted that all signs point to a slow economic recovery, and he
expressed support for a longer sunset, to ensure the City could weather the prolonged
recession.

Mayor Santos suggested applying a portion of the revenues to reserves.

Minute Order No. 2010-033
, Motion Directing Staff to Prepare Documents
Pertaining to Placement of a Proposed ¼-Cent Sales Tax Revenue Measure on the
November 2010 Ballot and Bring the Information for Consideration at the July 19,
2010 City Council Meeting.

The City Council directed staff to prepare documents pertaining to
placement of a proposed ¼-cent sales tax revenue measure on the November
2010 ballot and bring the information for consideration at the July 19, 2010
City Council meeting.

M/S/C Reed and Prola.
