MEMORANDUM OF UNDERSTANDING <br />AIltPORT GATEWAY - DOOLITTLE DRIVE DESIGN <br />This Memorandum of Understanding ("MOU") is made on March 9, 2001, by and <br />between the City of San Leandro, a municipal corporation ("San Leandro"), the City of <br />Oakland, a municipal corporation ("Oakland"), and the Redevelopment. Agency of the City <br />of Oakland, a community redevelopment agency organized under the California Community <br />Redevelopment Law ("ORA") and referred to collectively as the "Parties." <br />Recitals <br />WHEREAS, the Cities of San Leandro and Oakland ("Cities") have completed and adopted <br />a Joint Revitalization Plan under the Association of Bay Area Governments' (ABAG) <br />Comprehensive Sub-regional Planning Project for the border area shared by the Cities; and <br />WHEREAS, the Port of Oakland and the Alameda County Transportation Agency as well as <br />the Cities are involved in implementing projects in the western portion of the Joint <br />Revitalization Plan area more particularly described as the Airport Gateway Area; and <br />WHEREAS, the Cities and the Port of Oakland have adopted an urban design concept for <br />the Airport Gateway Area (Exhibit A); and <br />WHEREAS, the Airport Gateway Area is located in the Coliseum Redevelopment Project <br />Area; and <br />WHEREAS, the Parties agree that economic development is an overall goal of all projects in <br />the Airport Gateway Area and that implementing the adopted design theme would enhance <br />economic development opportunities; and <br />WHEREAS, a $277,500 grant award ("Grant") from HUD was obtained by the City of San <br />Leandro on behalf of the Parties to prepare an urban design concept for the Doolittle Drive <br />portion of the Airport Gateway Area Revitalization Plan <br />NOW, THEREFORE, the Parties hereto agree as follows: <br />1. PURPOSES. The Parties shall work together to prepare the Airport Gateway <br />Area construction documents for improvement to Doolittle Drive between 98~' <br />Avenue and immediately south of Adams Avenue ("Project Design"). The <br />implementation elements may include, but are not limited to: <br />a. Staff administration costs <br />b. Surveys <br />c. Scheduling and coordination <br />d. Design consultant and contractor selection <br />e. Design contract <br />f. Preliminary and detailed cost estimates for design <br />g. Community meetings <br /> <br />
