Does the project include recreational facilities X 2 <br />or require the construction or expansion of <br />recreational facilities which might have an <br />adverse h sical effect on the environment? <br />EXPLANATION: A shortage of open space in the Strategy Area was noted in public workshops that have been held. The type of <br />open space desired was not for active recreation, but for more passive, neighborhood-oriented uses, such as a green that could serve <br />as a neighborhood social hub with sitting and garden areas and space for small children to play. However, there appear to be no <br />publicly or privately owned sites within the Area that are appropriately sized or located for a park. Should land become available in <br />the future, the Strategy recommends that a neighborhood park be established and that the park incorporate aneighborhood-oriented <br />green with open lawn area, a "tot-lot" for preschoolers, and an ornamental garden/sitting area adjacent to the Cherry Blossom Inn <br />seniors housing development. Outside of the Project Area, the, City as a whole is served by several local and regional parks which <br />offer both active and passive recreation opportunities. With the exception of the proposed BART parking lot in-fill residential <br />project, the future development anticipated in the Strategy would either redevelop existing developed properties or develop currently <br />vacant properties at densities and intensities already envisioned by existing planning documents. Therefore, potential impacts to <br />recreation facilities related to future development projects are anticipated to be less than significant. <br />14. "AESTHhTICS.Would the ~ro'ect: <br />a. Have a substantial adverse effect on a scenic X 2 <br />vista? <br />b. Substantially damage scenic resources, X 2 <br />including, but not limited to, trees, rock <br />outcroppings, and historic buildings within a <br />state scenic hi hwa ? <br />c. Create a new source of substantial light or X 2 <br />glare which would adversely affect day or <br />ni httime views in the area? <br />e. Create significant shadow effects on adjacent X 2 <br />buildin s? <br />EXPLANATION: The purpose of the Revitalization Strategy is to propose projects that, if implemented, would create a coherent <br />and attractive district and maximize the value of the area's assets. Design guidelines have been included in the Strategy which <br />ensure that the future architectural character will be complementary to the many attractive older residential and commercial <br />buildings. Therefore, implementation of the projects proposed in the Strategy is seen as a beneficial aspect. No changes to historic <br />buildings located within the project area are proposed. Because all future projects would undergo their own environmental review <br />prior to approval, any potential issues related to design and conformity with existing development, lighting and shade/shadow are <br />anticipated to be addressed at such time as project-specific development applications are submitted. Aesthetic impacts are <br />anticipated to be less than significant. <br />15. CULTURAL RESOURCES. Would the' r~'ect: <br />a.
