POTENTIALLY <br />ISSUES POTENTIALLY SIGNIFICANT LESS THAN NO <br /> SIGNIFICANT UNLESS SIGNIFICANT IMPACT SOURCES <br /> ISSUES MITIGATION IMPACT <br /> - INCORPORATED <br />EXPLANATION: There are no known cultural resources sites within the project area. Casa Peralta and Best House, identified as <br />historical resources within the City of San Leandro, are located within the project area. However, the Revitalization Strategy does <br />not propose changes to either of these historic resources. Potential impacts related to unknown cultural resources that maybe <br />encountered during the construction phase of future developments can be mitigated to a level of insignificance with implementation <br />of the following mitigation measure: <br />• In the event that archaeological resources, prehistoric or historic artifacts are discovered during any construction or <br />excavation, the following procedures shall be followed: Construction and/or excavation activities shall cease immediately <br />and the Development Services Department shall be notified. A qualified archaeologist shall be consulted to determine <br />whether any such materials are significant prior to resuming ground breaking construction activities. Standardized <br />procedures for evaluating accidental finds and discovery of human remains shall be followed as prescribed in Sections <br />15064.5 and 15126.4 of the California Environmental Quality Act. <br />16. AGRICULTURE RESOURCES. `VUlild the .ro'ecfi <br />a. Convert Prime Farmland, Unique Farmland, or X 2 <br />Farmland of Statewide Importance (Farmland), <br />as shown on the maps prepared pursuant to the <br />Farmland Mapping and Monitoring Program of <br />the California Resources Agency, to non- <br />a cultural use? <br />b. Conflict with existing zoning for agricultural X 2 <br />use, or a Williamson Act contract? <br />c. Involve other changes in the existing X 2 <br />environment which, due to their location or <br />nature, could result in conversion of Farmland, <br />to non-agricultural use? <br />EXPLANATION: The project site can be described as an urban environment, with no agricultural resources or uses currently <br />existing. Therefore, implementation of the Revitalization Strategy is anticipated to have no impacts on agricultural resources. <br />17. MANDATORY FINDINGS OF'SIGNIFICANCE. <br />a. Does the project have the potential to degrade X 2 <br />the quality of the environment, substantially <br />reduce the habitat of a fish or wildlife species, <br />cause a fish or wildlife population to drop <br />below self-sustaining levels, threaten to <br />eliminate a plant or animal community, reduce <br />the number or restrict the range of a rare or <br />endangered plant or animal or eliminate <br />important examples of the major periods of <br />California history or prehistory? <br />b.
