The proposed project includes streetscape and <br />design elements that will enhance the commercial and business environment; calm traffic and enhance pedestrian movement; and <br />create an attractive city gateway along a specific portion of MacArthur Boulevard. No impacts related to utilities and service systems <br />are anticipated. <br />__ <br />13. RECREATION. ;:: <br />a. Would the project increase the use. of existing X 2 <br />neighborhood and regional parks or other <br />recreational facilities such that substantial <br />physical deterioration of the facility would <br />occur or be accelerated? <br />b. Does the project include recreational facilities X 2 <br />or require the construction or expansion of <br />recreational facilities which might have an <br />adverse h sical effect on the environment? <br />EXPLANATION: The project area exists as a mostly developed urban environment. The proposed project includes streetscape and <br />design elements that will enhance the commercial and business environment; calm traffic and enhance pedestrian movement; and <br />create an attractive city gateway along a specific portion of MacArthur Boulevard. Create significant shadow effects on adjacent X 2 <br />buildin s? <br />EXPLANATION: The project area exists as a mostly developed urban environment. The proposed project includes streetscape and <br />design elements that will enhance the commercial and business environment; calm traffic and enhance pedestrian movement; and <br />create an attractive city gateway along a specific portion of MacArthur Boulevard. Therefore, area aesthetics would be improved <br />with implementation of the streetscape Master Plan. New street lighting is proposed in order to provide a safe pedestrian <br />environment. Standard conditions for street lighting that limit the amount of light spilling onto adjacent properties will be included. <br />Impacts related to new lighting are anticipated to be less than significant. <br />15.
