Leandro High School; b) The second School Resource Officer would be responsible for Lincoln
High School, Bancroft Middle School and four elementary feeder schools; and c) The third
School Resource Officer (funded by this grant) would be responsible for John Muir Middle
School, Washington Manor Middle School and six feeder elementary schools.
Each School Resource Officer would be well versed in school policies and procedures as
well as law enforcement duties. They would be responsible for enforcing all laws on campus
and assisting the school districts regarding non-criminal incidents. The School Resource
Officers would work closely with the Child Welfare and Attendance Specialist, Child Protective
Services, Juvenile Probation Officers, and Drug Abuse Resistance Education (D.A.R.E.) police
instructors. They will also be utilized to provide counseling and training to students and staff.
In the event an incident occurs on campus and the assigned School Resource Officer is
not available, one of the other two School Resource Officers would respond to handle the
situation. The officer would have the primary responsibility of
responding to school-related issues. The remainder of time would be spent on follow-up
investigations that require the officer to leave campus, as well as attendance at court or in-service
departmental training. The San Leandro Police Department first implemented a School Resource
Officer in 1990. Because the School Resource Officer Program was so successful and due to the
increased number of calls for service at the schools, an additional officer was assigned in 1997.
Some of the past and current uses of the School Resource Officer include investigating criminal
NARRATIVE ADDENDUM PAGE 5
COPS IN SCHOOLS GRANT
