Extra work, which is deemed emergency or must proceed as not to unduly hinder the progress of <br />the project (Force Account), will be brought to the immediate attention in writing to the City. <br />Contractor's Resident Engineer will track all labor and materials for "force account" work by the <br />construction contractor for resolution and issuance of a change order at the appropriate time <br />CONTRACTOR will copy all parties with the PCO log and discuss PCO status at each weekly <br />construction meeting. PCO's becoming due or overdue will be identified and discussed. Time is <br />of the essence in regards to PCO response. Unless otherwise specified, or if not specified, <br />CONTRACTOR will respond to all PCO's within 7 calendar days. <br />Unresolved or rejected change orders may result in claims. Claims may also result from other <br />causes. The City will be responsible for all claims mitigation and resolution. <br />10) Resolution of Potential Claims. CONTRACTOR will track and manage all extra work <br />items through the PCO and change order systems. Any disputed work items unable to be <br />processed as a change order will be tracked via CONTRACTOR's potential claims system and <br />every reasonable effort made to resolve the issue. CONTRACTOR will provide complete <br />documentation, a claims response strategy, cost analysis, and recommendation for the City's <br />review. <br />11) Review of Contractor's Schedule. CONTRACTOR will perform a detailed review of <br />the contractor's baseline CPM schedule to review logic between activities, key activity durations, <br />proper cost loading and verification of the critical path. CONTRACTOR shall confirm that <br />specified construction sequencing and schedule constraints, as well as submittal, procurement, <br />construction, shutdowns and tie-ins, testing and startup, and close-out activities are included for <br />all contract work. <br />CONTRACTOR shall perform detailed reviews of each contractor monthly schedule update to <br />ensure that actual work progress based upon their and our own records is properly incorporated <br />including the impacts of any change order work. CONTRACTOR will copy all parties with <br />current schedule and discuss its status at each weekly construction meeting. Work tasks <br />becoming due or overdue will be identified and discussed <br />12) Construction Meetings/Liaison. CONTRACTOR's staff will maintain close contact <br />with City engineering inspection operation and maintenance staff, Caltrans, and impacted <br />agencies throughout the course of the project. CONTRACTOR will endeavor to minimize <br />disruptions and impacts to existing facilities. <br />CONTRACTOR will coordinate a weekly site meeting with the City staff, construction <br />contractor, Caltrans, and other agencies as required. Meetings will include reviewing the <br />Contractor's 2-week look ahead schedule, submittals and RFI/DC status, PCO's and change <br />orders, delays and potential claims and construction problem resolution. CONTRACTOR'S field <br />staff will prepare weekly agenda and subsequent meeting minutes. The meeting minutes will <br />track and record each item chronologically and include it until it is resolved.
