Consolidated Plan Annual Performance Report - FY 2000-2001 <br />City of San Leandro <br />Page 20 <br />SECTION C: SUMMARY OF ACCOMPLISHMENTS <br />The Citys activities and programs corresponded to the priorities adopted in the five-year <br />strategic plan. The "Summary of Accomplishments" table, Exhibit "A", outlines the <br />priorities, objectives, activities, and accomplishments for FY 2000-2001. The Exhibit <br />"B" tables provide a summary of the assisted households. <br />PART II: OTHER ACTIONS UNDERTAKEN <br />Actions taken to Affirmatively Further Fair Housing <br />During this time period the City continued to contract with ECHO Housing for fair <br />housing services, tenant/landlord counseling, and deposit guarantees through the Rental <br />Assistance Program. ECHO Housing provided training and education to rental owners <br />and managers through one-on-one consultations. <br />To extend the training and education to rental owners and managers, ECHO Housing <br />partnered with a private attorney to conduct an evening class on fair housing laws during <br />the Multi-Family Management Assistance Program (MMAP) seminar series. Sixty-five <br />rental managers attended the MMAP series, sponsored by the cities of San Leandro and <br />Hayward, the County of Alameda, and the Rental Housing Owners Association (RHO). <br />Outreach to tenants regarding fair housing rights was done through presentations at <br />community organizations, public service announcements on radio, and distribution of <br />flyers at community events and at the public library. <br />The number of complaints received by ECHO Housing was the lowest in the past five <br />years. This was due in part to the low vacancy rate and rising rents that forced many <br />tenants to relocate outside the area. During a tight market such last year's, in-place <br />tenants may have opted not to file complaints for fear of risking eviction. <br />The ECHO Housing fair housing counselor conducted twenty fair housing audits.
