Consolidated Plan Annual Performance Report - FY 2000-2001 <br />City of San Leandro <br />Page 21 <br />Actions Taken to Address the Needs of Homeless Persons and the Special Needs of Persons <br />That Are Not Homeless but Require Supportive Housing <br />In addition to the actions taken in coordination with the County-wide Plan, the City of <br />San Leandro continued to support agencies, which provide housing and services to <br />homeless and those at risk of homelessness. <br />D The City approved a $50,000 CDBG grant for the FESCO Mid-Length Transitional <br />Housing Project to be developed by FESCO in the unincorporated area. The funds <br />will be used toward acquisition and rehab of a property for transitional housing for <br />families. Support services will include medical-care, childcare and job training. <br />~ The City supported a Section 811 loan application for development of <br />developmentally disabled housing on a reuse site located on East 14th Street. The <br />Fuller II development will provide 16 units of affordable housing for developmentally <br />disabled persons. The Redevelopment Housing Set-Aside fund will contribute <br />$550,000 for the project. <br />D The City also supported the San Leandro Shelter, the Emergency Shelter Program <br />(ESP) located in Hayward, and the Davis Street Community Center. San Leandro <br />Shelter and ESP provides shelter services, while the Davis Street Community Center, <br />located in San Leandro for many years, provides food, emergency medical services, <br />motel vouchers, and referrals for homeless and very low-income families at risk of <br />becoming homeless. Davis Street Community Center also operates the San Leandro <br />Works program, providing job training and placement for very-low income San <br />Leandro residents. <br />Actions to Address Obstacles to Meeting Underserved Needs, Foster and Maintain <br />Affordable Housing, and Eliminate Barriers to Affordable Housing <br />~ In 1997, the City Council adopted aFive-Year Affordable Housing Strategy and <br />Implementation Plan outlining programs recommended by the Housing Task Force. <br />The program, continued into the current Five-Year Plan, includes the following: <br />maintain affordable rents by assisting owners of older apartments with rehabilitation <br />and seismic retrofitting; assist first-time homebuyers by providing second mortgages; <br />and explore opportunities for affordable senior housing. During FY 2000-2001 the <br />City accomplished the following milestones. <br />~ Anew agreement was signed between the Redevelopment Agency and the owner of a <br />9-unit property, currently under construction. The project will generate four units <br />affordable to very-low income tenants. <br />~ The First-Time Homebuyer Program assisted 17 homebuyers and provided five home <br />buying seminars for prospective low- and moderate-income buyers. <br />
