Consolidated Plan Annual Performance Report - FY 2000-2001 <br />City of San Leandro <br />Page 22 <br />~ During the past year, the Inclusionary Housing Program gained ten Below Market <br />Rate (BMR) homes for low- and moderate-income buyers. <br />~ The City supported affordable housing education efforts through participation in East <br />Bay Housing Organization's (EBHO), campaign for community acceptance of <br />affordable housing and contributed HOME funds towards the publication costs of <br />EBHO's affordable housing booklet. <br />0 City staff initiated work on the Housing Element Update. Staff initiated a meeting <br />with staff from the State of California Housing and Community Development <br />Department to discuss policy issues related to housing production, affordable housing <br />and the "adequate site" requirements per State law. <br />~ The City will be working with a citizens advisory committee over the next 5-6 months <br />on housing and affordable housing policy and program issues. Most of the <br />anticipated new growth and development will occur in existing Redevelopment <br />Project Areas. A major area of discussion for the citizens advisory committee will be <br />the production of affordable housing through the use of the twenty percent Set-Aside <br />funds. The City anticipates that a draft Housing Element will be forwarded to HCD <br />for review at the end of the calendar year and will be adopted in Spring 2002. <br />Actions Taken to Overcome Gaps in Institutional Structure and Enhance Coordination <br />~ During FY 2000-2001, the City coordinated CDBG, HOME, Redevelopment and <br />Community Assistance funds to provide housing programs, public service assistance, <br />capital improvement opportunities, and economic development programs. The City <br />Council continued its support of its Vision Statement, which emphasizes the desire <br />for strong communication and participation throughout the community. <br />~ The City continued its participation in the Alameda County HOME Consortium and <br />Technical Advisory Committee (TAC). The Consortium coordinates the planning <br />and use of the local jurisdictions' HOME funds. The City continued to utilize the <br />Affordable Housing Task Force recommendations and Five-Year Strategic Plan as the <br />guiding housing policy and worked with other cities and the County to plan and <br />coordinate housing related projects and activities of regional benefit. Examples <br />include: participation in the Countywide Continuum of Care program which held its <br />regular meetings at the City of San Leandro South offices; the Bessie Coleman <br />transitional housing project that had its ground-breaking in June 2001 at the Alameda <br />Point in the City of Alameda (formerly Naval Air Base); and the FESCO Mid-Length <br />Transitional Housing project. The City completed the Las Palmas/Citizens Housing <br />Corporation project, and started monitoring tenant eligibility for the 11-home units. <br />The Las Palmas project generated 79 units of affordable rental housing. <br />
