Consolidated Plan Annual Performance Report - FY 2000-2001 <br />City of San Leandro <br />Page 23 <br />Actions Taken to Improve- Public Housing and Resident Initiatives <br />There are no pubic housing developments in San Leandro. <br />Actions Taken to Evaluate and Reduce Lead-based Paint Hazards <br />~ The City is a participant, with the County of Alameda and other Consortium cities, in <br />the Transition Implementation Plan (TIP). The City of San Leandro complies with <br />CDBG regulations prohibiting the use of lead-based paint in residential structures <br />constructed or rehabilitated with Federal assistance (Sec.570.608) <br />~ Mitigation for lead-based paint is provided through the housing rehabilitation <br />program, on a case-by-case basis. The rehabilitation program is administered by <br />Alameda County HCD, and brochures explaining the hazards and procedures for <br />abatement are given to all homeowners who participate. <br />Actions Taken to Ensure Compliance with Program and Comprehensive Planning <br />Requirements <br />~ Public notices were published in the local paper and public hearings were held to <br />solicit citizen participation in identifying community needs. The Annual Action Plan <br />was drafted in response to community input obtained at a public meeting. The <br />Human Resources Commission reviewed the allocation of Public Service funds to <br />community agencies and made recommendations to the City Council on activities for <br />adoption into the Annual Plan. <br />0 The City monitored subrecipients to ensure program compliance through review and <br />discussion of quarterly reports, and held many informal discussions with staff from <br />the funded agencies to explain CDBG and/or HOME regulations. City staff also held <br />pre job conferences with owners and contractors to ensure labor standards <br />compliance. <br />~ Meetings were held monthly between City staff and as needed with HUD and County <br />staff to coordinate CDBG, HOME and Redevelopment projects, including housing <br />and economic development activities. At the policy level, the City Council held work <br />sessions for evaluation and input purposes. <br />
