Hollister <br />City Manager <br />RESOLUTION AUTHORIZING STAFF TO FILE AN APPLICATION FOR FEDERAL <br />SURFACE TRANSPORTATION PROGRAM (STP) AND/OR CONGESTION MITIGATION <br />AND AIR QUALITY IMPROVEMENT (CMAQ) FUNDING AND COMMITTING THE <br />NECESSARY NON-FEDERAL MATCH AND STATING THE ASSURANCE TO <br />COMPLETE THE PROJECT. <br />SUMMARY AND RECOMMENDATION <br />Staff recommends that the City Council authorize an application for a federal Surface <br />Transportation Program (STP) and/or Congestion Mitigation and Air Quality Improvement <br />(CMAQ) funding grant, also known as Transportation for Livable Cities (TLC) grant, as <br />managed by the Metropolitan Transportation Commission (MTC). Staff has prepared and <br />submitted a grant application, and the final step of that application process is formalizing the <br />application with the City Council's approval of the attached resolution. The grant application <br />seeks funding to complete street improvements pursuant to the San Leandro Blvd.-BART Station <br />Pedestrian Interface Plan, as well as making certain improvements to the E. 14th <br />Street/Downtown area, as a part of the TOD Strategy. <br />BACKGROUND <br />The purpose of the Transportation for Livable Communities (TLC) Program is to support <br />community-based transportation projects that bring new vibrancy to downtown areas, <br />commercial cores, neighborhoods, and transit corridors, enhancing their amenities and ambiance <br />and making them places where people want to live; work and visit. TLC provides funding for <br />projects that provide for a range of transportation choices, support connectivity between <br />transportation investments and land uses, and are developed through an inclusive community <br />planning effort. <br />The City's grant application addresses specific access improvements around the San Leandro <br />BART Station including; <br />1) Reducing the lanes on San Leandro Boulevard from seven to five lanes <br />2) Streetscape improvements including widening sidewalks and providing landscaping along San <br />Leandro Boulevard, <br />
