TLC Grant Application Resolution 3 July 19, 2010 <br />Environmental Review <br />Approving the attached resolution does not require CEQA (California Environmental Quality <br />Act) review. <br />Code Compliance Review <br />Not applicable. <br />Board/Commission Findings <br />Not applicable. <br />Summary of Public Outreach Efforts <br />Not applicable <br />Fiscal Impact <br />The total project cost is $6,214,470. The grant application is seeking $4,610,000 of TLC grant <br />funds with the City matching $1,604,470 of total project costs. <br />As mentioned above, staff is still waiting for MTC's formal response to the City's application <br />and final grant award terms have not been determined. Preliminarily, staff is expecting to meet <br />the >20% matching funds portion of the project with the $1.6 million portion of the Kaiser <br />Community Impact Fund intended for traffic improvements in lieu of the development fee for <br />street improvements. <br />Budget Authority <br />The City of San Leandro is a grant recipient of the Metropolitan Transportation Commission in <br />the amount of $$4,610,000. <br />Perry Carter <br />Interim Finance Director <br />CONCLUSION <br />Staff recommends that the City Council approve the attached resolution authorizing staff to file <br />an application for federal Surface Transportation Program (STP) and/or Congestion Mitigation <br />and Air Quality Improvement (CMAQ) funding and committing the necessary non-federal match <br />and stating the assurance to complete the project. <br />
