San Leandro Senior Center -Phase 2 Acceptance of Work 2 July 19, 2010 Analysis On July 28, 2008, the City Council awarded the construction contract for the subject project to Alten Construction, Inc. Construction is now complete and is in compliance with the contract documents. Project highlights of the building include: • Main Assembly Hall • Classrooms • Computer Learning Center • Exercise Room • Kitchen • Meeting and Staff Areas The building's structural systems, storage areas, stand-by power generator, and telephone/data network have been enhanced to permit the facility to serve as the City's Emergency Operations Center in the event of an emergency. The project has been constructed to include "green" building principles and will receive L.E.E.D. Certification by the U.S. Green Building Council. Current City CounciVRedevelopment Agency Policy The proposed Senior Center project is consistent with the criteria of California Redevelopment Law at Health and Safety Code Section 33445 for the use of RDA funding. Previous City CounciURedevelonment Agency Action(s) • On September 3, 2002, by Resolution No. 2002-120, the City Council approved a Contractual Services Agreement (CSA) with Group 4 Architecture for a needs assessment and conceptual design • On May 3, 2004, by Resolution No. 2004-065, the City Council approved the FY 2004-OS HUD Consolidated Action Plan, which included $1,750,000 for land acquisition, design development, and improvements for the Senior Center • On December 6, 2004, by Resolution No. 2004-23, the RDA adopted the 2004-2009 Implementation Plan for the Project Area, which identifies the Senior Center Phase 1 Improvements, Project No. 06-210-18-116, and similar public improvements as being of the highest priority in implementing the objectives of the RDA to eliminate or reduce blight and blighted conditions presently existing in the Project Area • On December 19, 2005, by Resolution No. 2005-163, the City Council authorized the City Manager to enter into negotiations to purchase property for a new Senior Center • On February 6, 2006, the City Council referred the design contract to the Facilities Committee
