San Leandro Senior Center -Phase 2 <br />Acceptance of Work 2 July 19, 2010 <br />Analysis <br />On July 28, 2008, the City Council awarded the construction contract for the subject project to <br />Alten Construction, Inc. Construction is now complete and is in compliance with the contract <br />documents. <br />Project highlights of the building include: <br />• Main Assembly Hall <br />• Classrooms <br />• Computer Learning Center <br />• Exercise Room <br />• Kitchen <br />• Meeting and Staff Areas <br />The building's structural systems, storage areas, stand-by power generator, and telephone/data <br />network have been enhanced to permit the facility to serve as the City's Emergency Operations <br />Center in the event of an emergency. The project has been constructed to include "green" <br />building principles and will receive L.E.E.D. Certification by the U.S. Green Building Council. <br />Current City CounciVRedevelopment Agency Policy <br />The proposed Senior Center project is consistent with the criteria of California Redevelopment <br />Law at Health and Safety Code Section 33445 for the use of RDA funding. <br />Previous City CounciURedevelonment Agency Action(s) <br />• On September 3, 2002, by Resolution No. 2002-120, the City Council approved a <br />Contractual Services Agreement (CSA) with Group 4 Architecture for a needs assessment <br />and conceptual design <br />• On May 3, 2004, by Resolution No. 2004-065, the City Council approved the FY 2004-OS <br />HUD Consolidated Action Plan, which included $1,750,000 for land acquisition, design <br />development, and improvements for the Senior Center <br />• On December 6, 2004, by Resolution No. 2004-23, the RDA adopted the 2004-2009 <br />Implementation Plan for the Project Area, which identifies the Senior Center Phase 1 <br />Improvements, Project No. 06-210-18-116, and similar public improvements as being of the <br />highest priority in implementing the objectives of the RDA to eliminate or reduce blight and <br />blighted conditions presently existing in the Project Area <br />• On December 19, 2005, by Resolution No. 2005-163, the City Council authorized the City <br />Manager to enter into negotiations to purchase property for a new Senior Center <br />• On February 6, 2006, the City Council referred the design contract to the Facilities <br />Committee <br />
