Appendix E (Initial Study/Part~ ~ Page 12 <br />A study area was selected to measure the impacts of the proposed project when added to the <br />existing and potential project conditions. The specific intersections included in this evaluation <br />are: <br />• Davis Street/East 14th Street <br />• Davis Street/Hays Street <br />• Davis Street/Carpentier Street <br />• Davis Street/San Leandro Boulevard <br />• Davis Street/Alvarado Street <br />• Davis Street/Wayne Avenue/Preda Street <br />• Davis Street/Pierce Avenue/Douglas Drive <br />Traffic conditions on roadways are described in terms of levels of service. These levels illustrate <br />ease of maneuverability and expected traffic delays at each level. Levels of service range from A <br />to F with level of service (LOS) A representing ideal, free-flow conditions and LOS F <br />representing unstable, severely congested conditions. The City of San Leandro has established a <br />minimum of LOS D for San Leandro roadways and intersections. Any projects that would result <br />in a level of service worse than D would require mitigation. <br />The operating conditions at the signalized study intersections were evaluated using the 1994 <br />Highway Capacity Manual (HCM) methodology. The operating conditions at the intersection of <br />Davis Street/Carpentier Street were evaluated using the 1994 HCM methodology for <br />unsignalized intersections. Appendix A of the traffic study contains a detailed description of the <br />methodologies. <br />Turning movement counts for the a.m. and p.m. peak hours for all existing study intersections <br />were conducted by TJKM in October of 1999. <br />Existing + Project Scenario <br />Under this scenario, all study intersections are projected to operate at similar service levels as the <br />existing conditions. The intersection of Davis Street/Carpentier Street is expected to operate at <br />LOS F during the peak hours. With the addition of a westbound Davis Street left-turn lane and an <br />exclusive southbound Carpentier Street right-turn lane, the intersection as a whole is expected to <br />operate at LOS A and B during the a.m. and p.m. peak hours, respectively. However, during the <br />p.m. peak hour, the minor movements would continue to operate at LOS F. The southbound left- <br />turn movement from Carpentier Street would experience the greatest delays during the peak <br />hours. <br />Traffic signals are warranted at Davis Street/Carpentier Street based on the estimated p.m. peak <br />hour volumes. '*_ should be noted, however, that this intersection is approximately 300 feet east <br />of the signalized intersection of Davis Street/San Leandro Boulevard. Therefore, if signalized, it <br />would need to be coordinated with the signal at Davis Street/San Leandro Boulevard. Since <br />Davis Street is a State Route, Caltrans would need to approve the installation of a signal. <br />_.. Cree Plaza - IS/Part 2 <br />
