Appendix E (Initial Study/Part~ • Page 13 <br />Mitigation: If warranted, the applicant shall be responsible for installation of a traffic signal at <br />the intersection of Davis Street/Carpentier Street. This shall be accomplished to the satisfaction <br />of Caltrans and the Transportation Administrator. The applicant shall also be required to pay for <br />installation of a left-turn lane on westbound Davis Street and an exclusive right-turn lane on <br />southbound Carpentier Street, to the satisfaction of Transportation Administrator. <br />Implementation of this mitigation measure would result in a less than significant impact. <br />Existing + Project + Future Growth Scenario <br />Under this scenario, six of the seven study intersections are expected to operate at acceptable <br />service levels, LOS C or better. The intersection of Davis Street/Carpentier Street as a whole is <br />expected to operate at acceptable service levels with the addition of a westbound Davis Street <br />left-turn lane and a southbound Carpentier Street right-turn lane. During the p.m. peak hour the <br />minor movements would continue to operate at LOS F. <br />With the improvements described above at the intersection of Davis Street/Carpentier Street, no <br />other measures would be needed. <br />Parking <br />The City of San Leandro Zoning Code requires one parking space for every 300 square feet of <br />office space. The Institute of Transportation Engineers "Parking Generation" recommends an <br />average parking demand of 2.79 parking spaces of leasable area on weekdays for general office <br />uses. <br />For Phase 1 (with 130,000 square feet of leaseable office space), 434 parking spaces would be <br />required under the Zoning Code and 363 spaces would be recommended according to ITE <br />standards. The applicant proposes to provide 520 surface parking stalls, thus exceeding <br />requirements under either standard. <br />For Phase 2 (with 180,000 square feet of leaseable office space), 600 parking spaces would be <br />required under the Zoning Code and 503 spaces would be recommended by the ITE report. The <br />applicant proposes to provide 738 parking stalls (at a rate of 4.1 parking spaces per 1,000 square <br />feet), of which 503 parking spaces would be contained within the proposed parking structure. <br />The remaining 235 parking spaces would be at-grade. This also exceeds the requirements. <br />The.13,000 square foot Environmental Education Center would require about 43 parking spaces <br />using a standard of one space for every 300 square feet. Phase 1 has excess parking of between <br />86 and 157, depending on the standard used. Phase 2 has excess parking of between 138 and <br />235, based on the Zoning Code and ITE standards, respectively. Therefore, the 43 parking <br />spaces required by the Environmental Education Center can be accommodated with the projected <br />excess parking in either of the two phases. <br />Creekside Plaza - IS/Part 2 _ ___ <br />
