Appendix E (Initial Study/Part # • Page 14 <br />Access/Internal Circulation <br />Due to the anticipated long delays of the outbound left-turning vehicles from the two driveways <br />onto San Leandro Boulevard, it is recommended that the applicant signalize the northern San <br />Leandro Boulevard driveway. With the northern San Leandro Boulevard driveway as a <br />signalized intersection, all left turns out could be facilitated. As a result, outbound left turns at <br />the southern San Leandro Boulevard driveway would need to be restricted. In addition, due to <br />limited width to accommodate a southbound left turn lane at the northern San Leandro Boulevard <br />driveway, southbound left turns. should be restricted. Project .traffic from southbound San <br />Leandro Boulevard would then need to use the southern San Leandro Boulevard driveway to <br />enter the project site. <br />Mitigation: Plans for the access and internal circulation of the proposed project (including <br />installation of any signals, as required), shall be approved by the Transportation Administrator <br />and installed by the applicant to the satisfaction of the Transportation Administrator prior to <br />issuance of occupancy permits. Implementation of this mitigation measure would result in a less <br />than signifrcant impact. <br />14. a., b., e. This infill project is located on a site previously occupied by the City's Corporation <br />Yard and other residential and commercial structures and is located in an area currently served by <br />the City's police, fire and refuse collection services. There will be no need for new <br />governmental services. <br />16. a.-f. This infill project is located on a site previously occupied by the City's Corporation <br />Yard and other residential and commercial structures and is served by public utilities. Water, <br />gas, electricity, telephone, sewer, storm water and cable tv services of sufficient capacity are <br />presently available or can be extended from abutting streets with no unusual problems <br />anticipated. <br />18. The proposed .office buildings will be 3-4 stories in height and be located adjacent to the two <br />street frontages. The environmental education center will be one story in height and be located <br />adjacent to the creek on a contiguous parcel. The parking garage is proposed to be three levels <br />above grade and is located in the interior,of the site. <br />Single-family residences exists across the creek to the north. Development of the office complex <br />and tri-level parking structure will alter. the view of the existing vacant site from the nearby <br />residential uses and also from San Leandro Boulevard and Davis Street. Due to the extensive <br />existing mature vegetation and the separation of the proposed new buildings from existing <br />residences to the north, visual impacts associated with development of Phase I are anticipated to <br />be less than significant. Development of the 3-level parking garage as part of Phase II may <br />impact nearby residents due to the fact that it would be located closer than the proposed <br />buildings. <br />Creekside Plaza - IS/Part 2 <br />__ <br />
