Matter of Direction to Staff to Prepare Documents Pertaining to Placement of a <br /> Proposed Vi-Cent Sales Tax Revenue Measure on the November 2010 Ballot. <br /> Mr. Hollister requested that the Council provide direction to staff to prepare the <br /> documents necessary to place a proposed sales tax revenue measure on the November 2, <br /> 2010 ballot, for consideration at the July 19 City Council meeting. The key elements <br /> of the measure would be: a one-quarter percent local sales tax increase, with a seven - <br /> year sunset; a Citizens Oversight Committee that would review the revenues and <br /> expenditures; and an annual independent audit. <br /> Councilmember Stephens expressed reservations about the proposal. He stated, "If this <br /> is a short-terns measure, then we should be looking at something between two to three <br /> years, and nothing greater than that. By being seven years, we are essentially saying that <br /> that will be an ongoing expense to the community." Councilmember Stephens <br /> commented that he would like to have an expansive discussion on balancing the City's <br /> needs, and how the funds are proposed to be used. <br /> Mayor Santos agreed with Councilmember Stephens on the need for such a discussion. <br /> Mr. Hollister noted that the funds could not be earmarked for a specific use; otherwise, <br /> it would become a special tax, and require a two- thirds majority to pass. He indicated <br /> that the Council could instead develop spending guidelines or priorities for the funds. <br /> Mr. Hollister pointed out that the budget message listed the reductions that would need <br />
