Matter of East Bay Dischargers Authority Offer to Livermore - <br /> Amador Valley Water Management Agency Regarding Sewer Capacity. <br /> Council Member Galvan explained the proposal, which he said was <br /> essentially the same as the LAVWMA proposal, but the urban limit <br /> line and growth limits were eliminated, the interest rate was <br /> changed from 3% to 6%, and the influent cap will sunset in 20 <br /> years. He said the matter would be on the East Bay Dischargers <br /> Authority Agenda for January 25, 1996, for a vote, and both he <br /> and Mayor Corbett would be unavailable. He requested Council <br /> Member Perry be named Interim City Representative and provided <br /> with direction to vote in favor of the proposal. It was noted <br /> that the Council had not seen the document; a motion was approved <br /> appointing Council Member Perry as Interim City Representative, <br /> and the matter of providing voting direction was placed at the <br /> end of the Council's Agenda. <br /> Motion to Appoint an Interim City Representative to the East Bay <br /> Dischargers Authority (EBDA) to Attend the January 25, 1996 <br /> Meeting. (1156/1221) <br /> On motion by Council Member Galvan, who moved its approval, <br /> seconded by Council Member Myers, and carried by a majority vote <br /> (7), the City Council appointed Council Member Perry to act as <br /> the "Interim City Representative" to the East Bay Dischargers <br /> Authority and attend the January 25, 1996 meeting. <br /> D. City Council Reports on Intergovernmental Agencies. <br /> Council Member Perry said the East Bay Division of the League of <br /> California Cities' subcommittee had presentations on alternative <br /> fuel vehicles. She said the Committee had expressed concerns <br /> about the ISTEA funding and reauthorization. She discussed SB <br /> 610 and the proposed $10 fee and said they will be organizing <br /> opposition. She said GTE made a presentation about their <br /> cellular technology and their plans for the State. <br /> Vice Mayor Kerr said the Congestion Management Agency will come <br /> to San Leandro in March and will include a tour of San Leandro <br /> projects, which are the only Measure B projects which have been <br /> completed. He discussed the 1 -880 Intermodal Corridor Study and <br /> said more than $2 million remains in the fund. He said there are <br /> backups on 880 and the flyover. He said a number of freeway <br /> entrances have been signalized. He said Gary Kruger and the <br /> technical advisory committee have been working on the <br /> coordination of all of East 14th Street and Hesperian Boulevard. <br /> He said SB 437 prohibits mandatory, employer -based trip- reduction <br /> programs. <br />
