She discussed <br /> Public Hearings, Work Sessions and field trips held by the <br /> Planning Commission. She said court homes are a new approach to <br /> denser housing but offer detached units instead of attached. She <br /> said a number of issues have been resolved since the last Public <br /> Hearing, including issuance of a Corps of Engineers (COE) fill <br /> permit and resolution of Department of Toxic Substance Control <br /> (DTSC) issues. She said all mitigation measures have been met. <br /> In response to Council questions, she discussed emergency vehicle <br /> access, the sound wall location and maintenance, the motor court <br /> design, and fire sprinklers. <br /> Consultants involved in the preparation of the EIR made <br /> presentations. <br /> Gary Oates, ESA, project manager for the SEIR, discussed <br /> preparation of SEIR and Response to Comments. He said PG &E has <br /> taken measurements, as required by Measure D. He discussed <br /> protection of scenic views, landscaping, noise control, <br /> construction hours, and the sound walls. He said the Response to <br /> Comments addressed issues related to the trail, the noise <br /> agreement related to the airport expansion, the park located in <br /> the buffer area, thallium levels, restoration of the south marsh, <br /> mosquito abatement, and the perimeter levee. <br /> In response to questions by Mayor Corbett, staff said the City <br /> will own the wetlands, but the developer will be responsible for <br /> maintenance during construction, which could take 5 to 10 years, <br /> at which time the City will assume maintenance using assessment <br /> district funds paid by the owners of the homes in the project. <br /> Staff said the park located in the buffer will be for passive <br /> uses and will not conflict with the buffer; it will be planted in <br /> non - native grass and will have an interpretive center, but no <br /> structures, except benches and garbage facilities. The <br /> Department of Toxic Substance Control will enforce the <br /> requirement to maintain the cap. The majority of the buffer area <br /> will be planted in native wetland species so no chemicals will be <br /> needed. <br /> Staff discussed the drainage for the development, wetlands <br /> management responsibility, and the East Bay Regional Park <br /> District's role. <br /> John Hughes, Citation Homes, the Applicant, introduced <br /> consultants who made presentations on behalf of the applicant: <br /> Steve Foreman, RMI, Wildlife Biologist, discussed the components <br /> of the Wetland Mitigation Plan. <br />
