Matter of Proposed Changes in Commercial Refuse Service Charges to <br /> Cover Increased Operating Costs. <br /> This being the time and place for the Public Hearing on the above <br /> matter, John Jermanis, Finance Director, presented the staff report and <br /> said the proposal is to increase commercial refuse rates only. He <br /> said, in December a review of total rates projected a 5158,000 deficit. <br /> There have been no rate adjustments since 1992. Rates for commercial <br /> service are lower than those charged by Waste Management for the Oro <br /> Loma Sanitary District. He said, several years ago, the Council set <br /> policy to try to have lower rates than Oro Loma. He said the cost of <br /> providing service has now exceeded revenue. He said the proposed <br /> Resolution applies the rate structure used in the Oro Loma Sanitary <br /> District for commercial service to San Leandro's rates. He said no <br /> change is proposed for front - end - loader yardage charges, but a <br /> container charge is added. <br /> In response to Council questions, Mr. Jermanis said the increase would <br /> be effective March 1, 1996, and would be reflected on the April bills. <br /> He said there was no notification process other than the published <br /> notice. He said the overall refuse operation analysis recognized that <br /> there is a loss occurring in the refuse operation, and the proposed <br /> rate increase will minimize this year's deficit. The City Manager said <br /> this is historically the procedure used. <br /> The Hearing was then opened to the public. <br /> Darlene Evans, 361 Bristol Boulevard, said the City automatically picks <br /> up trash put in dumpsters by people who should go to the dump; she said <br /> eliminating this practice might save money. <br /> Lavern Anderson, 1495 - 159th Avenue, said some businesses do not fill <br /> up their dumpsters and less frequent pickup could save money. <br /> There being no further comments from the public, on motion of Council <br /> Member Polvorosa, seconded by Council Member Myers, and carried by a <br /> majority vote (7), the Public Hearing was closed. <br /> The following Resolution was then introduced: <br /> Resolution No. 96 -18, Resolution Amending Title 6, Chapter 5 of the San <br /> Leandro Administrative Code Relating to Refuse Fees (amends the <br /> Administrative Code to provide for an increase in the refuse rates <br /> charges for commercial users, effective March 1, 1996). (1078/2318) <br /> Introduced by Council Member Polvorosa, who moved its adoption, <br /> seconded by Council Member Kerr, and carried by a majority vote (7). <br />
