Bob Leigh, Washington Manor Homeowners' Association, congratulated the <br /> City for supporting the Marina Community Center. He presented a check <br /> for $1,200 from the Washington Manor Homeowners' Association for <br /> purchase of a new lectern for the center. Mayor Corbett thanked the <br /> Association for their support of this and other community projects. <br /> 5. PUBLIC COMMENTS <br /> Public Comments are limited to 5 minutes per person. The public is invited <br /> to make any comments related to Agenda items (including San Leandro <br /> Redevelopment Agency, San Leandro Parking Authority, and San Leandro <br /> Industrial Development Authority) or other items of public interest at this <br /> time. Comments regarding Public Hearing items will be heard during the <br /> Public Hearing portion of the Agenda. <br /> A. Audrey Albers, 2037 Marina Court, said her garbage bill does not <br /> reflect a decrease. Mayor Corbett said an explanation would be <br /> provided later in the meeting. Ms. Albers said San Leandro's rates <br /> were compared to other jurisdictions, but she felt San Leandro's rates <br /> should be cheaper rates because residents are bothered by noise and <br /> dust. She said the Conditional Use Permit states that any proposed <br /> substantial expansion of the service area shall be subject to review by <br /> the Board of Zoning Adjustments, and the transfer station accepts trash <br /> from other counties, which is a substantial expansion of service. She <br /> said this increases traffic, dust, and noise. She thinks there are <br /> other conditions in the Conditional Use that have not been abided by. <br /> • <br /> Mayor Corbett said the issue came before the Board of Zoning <br /> Adjustments recently. Steve Emslie, Planning Manager, said the BZA <br /> held a public hearing and approved modification to the 1978 use permit <br /> to allow refuse to be brought from outside the service area based on an <br /> environmental review and traffic study by staff, which found the change <br /> would not result in any impact. He said accepting garbage from outside <br /> the service area does not exceed capacity as originally required in <br /> 1978. <br /> B. Larry Norry, 2532 Williams Street, President of Mulford Gardens <br /> Homeowners' Association, also commented regarding recycling costs and <br /> said his bill does not reflect any savings. He said he is concerned <br /> regarding extra traffic related to garbage, and he did not receive <br /> notice of the BZA meeting. <br /> C. Martin Francis invited the City Council to attend the Flag Day <br /> Ceremony. <br />
