Minutes - San Leandro City Council Meeting - May 6, 1996 Page - 6 - <br /> 8. PUBLIC HEARINGS <br /> A. Matter of Community Development Block Grant (CDBG) Program Year <br /> Activities for 1996 -97. <br /> This being the time and place for the Public Hearing on the above <br /> matter, Jacqui Diaz, CDBG Coordinator, presented the staff report. She <br /> said final changes in the Federal budget are still unknown, but HUD <br /> recommended budgeting for 95% of the current year's Block Grant <br /> allocation. She said the proposed allocation will not affect existing <br /> programs, and additional funds may be provided by Congress. She <br /> described the issues that may impact the Block Grants, including <br /> addition of new entitlement cities, new programs added to the CDBG <br /> program by Congress, and new population formulas applied to cities. <br /> She discussed the proposed 1996 -97 budget and the manner in which Block <br /> Grant funds are utilized. <br /> Mayor Corbett asked if there is a possibility of additional funding. <br /> Ms. Diaz said the 5% decrease may be a worst -case scenario. <br /> Vice Mayor Polvorosa commended Ms. Diaz for her work in preparing a <br /> budget with such 'difficult constrictions. He said the non - profit <br /> organizations all submit wonderful resumes. <br /> The Hearing was then opened to the public. <br /> Lou Filipovich, 15376 Laverne Drive, asked a number of questions <br /> regarding the Block Grants. He said every house in San Leandro needs <br /> a paint job, but many homeowners are widows who cannot afford to paint <br /> their homes. <br /> There being no further comments from the public, on motion of Council <br /> Member Young, seconded by Council Member Galvan, with Council Member <br /> Loeffler absent (1), and carried by a majority vote (6), the Public <br /> Hearing was closed. <br /> The following Resolution was then introduced: <br /> Resolution No. 96 -73, Resolution Approving Action Plan for Community <br /> Development Block Grant (CDBG) Funds, Fiscal Year 1996 -97, and <br /> Authorizing Execution and Submission Thereof by the City Manager <br /> (approves amounts and recipients of CDBG Block Grant funds and <br /> authorizes the City Manager to execute and submit Action Plan to HUD <br /> for Fiscal Year 1996 -97). (2096) <br /> Introduced by Council Member Young, who moved its adoption, seconded by <br /> Council Member Lothrop, with Council Member Loeffler absent (1), and <br /> carried by a majority vote (6). <br />
