Minutes - San Leandro City Council Meeting - June 3, 1996 Page - 3 -
PUBLIC COMMENTS (continued)
D. Larry Norry, 2532 Williams Street, said the Neptune Drive development
was turned down by the Board of Zoning Adjustments and protested by the
homeowners' association. He said he knew nothing about the parcel map
until he saw the agenda and felt he should have been notified. He said
the map will allow for lots smaller than those in the 0 Zone. He said
subdivision of the lot should require a zoning change, and the parcel
map should not be approved.
E. Dana Johnson, 343 Farrelly Drive, welcomed Council Member Loeffler
back. He said the Cherry Festival was fantastic and everyone had a
great time. He asked if there is a way to find out how much money is
proposed to be spent for studies in the 1996 -97 budget.
F. Betsy Venters, .1322 Castro Street, asked if the no truck parking on
Dutton Avenue would affect the business area. The City Manager said
the restriction was solely in the residential area.
G. Darlene Evans, 361 Bristol Boulevard, said 11,000 library acquisitions
per year seems to be an extraordinary amount. She said there is not a
statement about displaying things at the library nor is there an annual
report. She suggested the City Council look over the monthly reports.
H. Lou Filipovich, 15376 Laverne Drive, said the modifications to Council
meeting procedures should have more public input. He repeated his May
12 request to learn how many elected officials and City employees are
authorized to carry concealed weapons. He said the minutes should have
stated that he said the Pledge of Allegiance was not necessary to be
listed; he said most cities have 12 or 14 items on their agendas. He
said the public should be able to speak on the Consent Calendar; the
budget contains misinformation regarding the City's debt; wages for
1995 are the same as for 1992 despite fewer employees and furloughs.
Mayor Corbett noted close to 100 people, including City boards and
commissions, provided the ideas incorporated in the modifications to
Council meeting procedures.
I. Lavern Anderson, 1495 - 159th Avenue, asked why a tractor is parked at
the Washington /Halcyon intersection. He was happy to see the
intersection done. Home sales have increased by 18% so property taxes
should have increased by more than 2%. He noted the budget is only a
tool to guide people through the program.
The City Manager said the Halcyon /Washington project is not yet
completed, so the contractor has the right to keep his equipment there.
He explained the property tax growth rate and the City's Expenditure
Control Budget process.
