Minutes San Leandro City Council Meeting June 3, 1996 Page 4 - <br /> PUBLIC COMMENTS (continued) <br /> J. Yvette Reiss, 13160 Neptune Drive, said she lives next to the triplex <br /> which is being built, and she does not understand why the property is <br /> being subdivided into four parcels. She understood it would be owner - <br /> occupied. She said the buildings look directly into her kitchen, and <br /> she has no privacy. She asked if something can be done about putting <br /> extra bushes in front of her kitchen. <br /> Mayor Corbett noted staff would report on this matter later in the <br /> meeting. <br /> K. Joel Hartz, 13125 Neptune Drive, said the building does not fit in with <br /> the neighborhood and is oversized. He said the majority of the <br /> neighbors were against the project and are upset with dividing the <br /> property into four units. He said it is a zoning change and should <br /> require neighborhood input. <br /> L. Jerry Glass, 2399 East 14th Street, one of the owners of 13170 Neptune <br /> Drive, said they have always been in compliance with codes and are in <br /> the RO PD zone, not the 0 zone. He said Mr. Hartz split two <br /> substandard lots for profit. Mrs. Rice added onto her house without <br /> permits until he turned her in. He has complied with all ordinances, <br /> rules and regulations. <br /> 6. CONSENT CALENDAR <br /> Consent Calendar items are typically routine in nature and are considered <br /> for approval by the City Council with one single action. The City Council <br /> may remove items from the Consent Calendar for purposes of discussion. <br /> Items listed on the Consent Calendar are deemed to have been read by title. <br /> Introduced by Council Member Loeffler, who moved adoption of the Consent <br /> Calendar, with all items deemed to have been read by title, seconded by <br /> Council Member Galvan, and carried by a majority vote (7). <br /> A. Minutes of the meeting of May 13, 1996. Approved as submitted. <br /> B. Minutes of the meeting of May 20, 1996. Approved as submitted. <br /> C. Resolution No. 96 -84, Resolution Approving Contractual Services <br /> Agreement with Environmental Science Associates, Inc., Relating to the <br /> Shoreline Marshlands Enhancement Area (provides services to perform <br /> Corps of Engineers and BCDC required monitoring and reporting related <br /> to the shoreline Marshlands Enhancement Area). Resolution No. 96 -85, Resolution Approving Plans and Specifications <br /> and Calling for Bids for Washington Avenue - Halcyon Drive Landscape <br /> Improvements, Project No. 96 -8387 (provides for landscaping and <br /> irrigation improvements at Washington Avenue - Halcyon Drive <br /> intersection).
