Minutes - San Leandro City Council Meeting - June 17, 1996 Page - 3 - <br /> 5. PUBLIC COMMENTS <br /> Public Comments are limited to 5 minutes per person. The public is invited <br /> to make any comments related to Agenda items (including San Leandro <br /> Redevelopment Agency, San Leandro Parking Authority, and San Leandro <br /> Industrial Development Authority) or other items of public interest at this <br /> time. Comments regarding Public Hearing items will be heard during the <br /> Public Hearing portion of the Agenda. <br /> A. Pat Loomes, Executive Director, Girls, Inc., thanked the City Council <br /> for its support of Girls, Inc. She said the Council has made it <br /> possible for Girls, Inc. to remodel their building. She noted not many <br /> cities are as generous as San Leandro. <br /> B. Ron Musgrove, 1516 Regent Drive, said the personal property tax is not <br /> one of the biggest taxes a business incurs. He said only a handful of <br /> businesses in San Leandro can afford $1 million in improvements; the <br /> tax is counterproductive and will alienate other businesses that can't <br /> afford it. He asked if the $1 million applied to lease holdings or <br /> replacement equipment. He said the City receives only $1,700 on $1 <br /> million, so the City can only rebate $1,700. He said the tax rebate <br /> should not be approved. <br /> C. Lavern Anderson, thanked Kathy Ornelas for asking him to carry the POW <br /> flag in the Flag Day ceremony; it was a very enlightening program. Mr. <br /> Anderson noted a house at the corner of Acacia and Ottawa has 4 -5' high <br /> weeds in the yard. <br /> D. Tom Guarino, Chamber of Commerce, said the Flag Day ceremony was great. <br /> He said the Chamber supports the concept of the Personal Property Tax <br /> Rebate but asked if it could be expanded /explored to include smaller <br /> businesses. He expressed support for the downtown plaza improvements <br /> on the Redevelopment Agency agenda, and he thanked the City Council for <br /> recognizing the work of Mr. Babinec. <br /> E. Larry Norry, 2532 Williams Street, read a letter opposing the parcel <br /> map on Neptune Drive. Mayor Corbett noted the City Council had <br /> received a copy of the letter. Mr. Norry requested denial of the <br /> parcel map. <br /> F. Joel Hartz, 13125 Neptune Drive, discussed existing lot sizes in the <br /> area and said the parcel map will set a precedent and will cause the <br /> area to become overdeveloped. <br /> G. Yvette Reiss, 13160 Neptune Drive, said it is not the Council's concern <br /> that Mr. Glass cannot complete his project without more money. She <br /> said it has been stated that this project will increase her property <br /> values, but she will now have an apartment building behind her and this <br /> property next to her. She said Mulford Gardens has many large lots, <br /> and this project will pave the way for them to be subdivided for <br /> condominiums. <br /> H. John Sellars, 12903 Neptune Drive, said approval of the parcel map has <br /> the potential to result in substantial benefits. He read his letter <br /> into the record. <br />
