Lou Filipovich, 15376 Laverne Drive, concurred with Mr. Musgrove's <br /> comments regarding the personal property tax rebate. He said people <br /> should not be required to be business owners to receive rebates. He <br /> referred to a letter written by former Governor Deukmejian regarding <br /> unlawful rebates. He spoke on the ordinance regarding Council meeting <br /> procedures and said the public should be permitted to remove items from <br /> the Consent Calendar and speak on them. He said there are too many <br /> items on the Consent Calendar and the public cannot participate. He <br /> quoted the Brown Act. <br /> In response to a question by Mayor Corbett, the City Attorney said the <br /> City Council is in compliance with the Brown Act. <br /> J. Bill Lubker, 13214 Aurora Drive, said Mulford Gardens was originally <br /> subdivided with the idea of having miniature farms, but in the late <br /> 40's people gave up on mini -farms because they didn't pay. He said the <br /> parcel map provides an opportunity to utilize land that is going to be <br /> wasted. He said he is in favor of individual ownership under <br /> architectural control that provides the highest and best use. <br /> K. Leon Mayer, 2229 Sitka, said other cities are encouraging home <br /> ownership through condominiums and co -ops. He said people need home <br /> ownership, and it is not right to freeze young people out of owning <br /> homes. <br /> L. Earl Alves, 13040 Neptune Drive, said he understands the Marina will be <br /> rebuilt and redesigned, because of economics. He said the parcel map <br /> is the same situation on a smaller scale. The area can be enhanced by <br /> this type of investment, and everyone in the area can benefit from it. <br /> M. Sophie Jones, Corner of Neptune and Williams, said she supports the <br /> subdivision of Mr. Glass' property. <br /> N. Betsy Venters, 1322 Castro Street, said it was stated that the East <br /> 14th Street median project would cost $30,000 to lay down and $30,000 <br /> to take up; but she said Caltrans would be paving over it, so it would <br /> only cost $30,000. She said the whole area must be tested to know if <br /> it is going to work. <br /> 0. Jerry Glass, 2399 East 14th Street, one of the owners of the Neptune <br /> Drive Property, said he understands the concerns against the project. <br /> He said it will not be adverse to the area. He said he has been in <br /> compliance with all codes and has given on issues that were not code <br /> related, such as tree planting. He said he wants to build nice homes <br /> with nice ownership that will bring in people with a little more money <br /> for the tax base. He said the building will be beautiful and will <br /> blend in and look like it belongs there. <br />
