CITY COUNCIL REPORTS AND COMMENTS <br /> 8.1 Reports on Intergovernmental Agencies. <br /> None <br /> 8.2 Reports on City Council Subcommittees. <br /> None <br /> 8.3 City Council Comments <br /> 8.3.1 Council Member Galvan: I have received concerned calls from <br /> parents in the neighborhood and from a blind neighbor. When <br /> he walks in the area near the crosswalks at the traffic <br /> circles the cars get too close. His guide dog has frozen up <br /> a couple of times because of the confusion and closeness of <br /> the cars. I told him I would bring up his concern and that of <br /> neighborhood parents. Folks aren't slowing down for the <br /> traffic circles. <br /> 8.3.2 Mayor Corbett: We will be having a written report back to <br /> City Council in about two - and -a -half weeks regarding the <br /> success of the circles and humps. <br /> 8.3.3 Council Member Young: Could we have an update on the squirrel <br /> situation at Marina Park. <br /> 8.3.4 Council Member Polvorosa: No comments. <br /> 8.3.5 Council Member Glaze: Just a couple of comments. Speaking of <br /> humps and bumps, on a consignment basis, Oakland has <br /> instituted a program where they have a van and high -speed <br /> video camera. The City of Oakland receives some revenue and <br /> Alameda County and the State also receive some revenue. We <br /> can put speed bumps and everything else in the road and <br /> traffic may slow down or move to another street. It doesn't <br /> really address the major problem -- speeding. These units <br /> have been out for a week and are effective in slowing people <br /> down. This is something we can explore. Nothing will deter <br /> speeders more than a ticket. <br /> My second comment, signs. Some of you may have noticed the <br /> Heron Bay signs that started showing up on residential <br /> properties in Washington Manor. They have gone down to a <br /> smaller sign. The real concern is that City Council and staff <br /> needs to take a strong look at our sign ordinance and Zoning <br /> Code to prohibit signs in residential areas. When we run for <br /> office we have to promise to take them down. I would hate to <br /> see these signs blossoming. Marina Vista is starting with <br /> larger signs. Any weekend you.can count from 50 to 80 of <br /> these signs that are being distributed and they start from 18" <br /> by 24" to 2' by 4' in size. It detracts and begins to be a <br /> nuisance. When the wind blows, they blow into the street. <br />
