Minutes - City of San Leandro City Council and Page - 5 - <br /> Redevelopment Agency Meeting - August 19, 1996 <br /> 4.12 Councilman Henry Chang, Jr., City of Oakland, offered support and <br /> encouragement to the Council in their consideration of the proposed <br /> firearms ordinances. He noted that he had 2,000 names of Oakland <br /> residents in support of the ban. He noted the importance of regional <br /> support on these issues. <br /> 4.13 William Vincent, 1662 Timothy Drive, said the City is attempting <br /> product control; he owns a business and this type of decision would <br /> impact his potential decision to relocate. He encouraged the City <br /> Council not to support the ordinances. <br /> 4.14 Lubos Dodecky, 271 Begier Avenue, said he supports the U.S. <br /> Constitution. This issue is not about guns but about people who <br /> kill. He does not agree with the proposed ordinances. <br /> 4.15 Darlene Evans, 361 Bristol Drive, supports the triggerlock ordinance; <br /> said she went to Traders and was encouraged to buy a gun. She was <br /> unhappy with the response by a police officer and supports increased <br /> training for their department. <br /> 4.16 Brad Oakes, 1789 Dayton Avenue, said there were no facts to support <br /> the proposed efforts. He encouraged the Council to take time and <br /> study the facts before making a decision. He supports education and <br /> community services rather than the proposed ordinances. <br /> 4.17 Floyd Thomas, 1789 Dayton Avenue, felt this was a poor use of City <br /> funds, and he cited comments made at the Work Session. He suggested <br /> hiring additional police officers rather than adopting the proposed <br /> ordinances. <br /> 4.18 Erik Twist, 314 Caliente Drive, said the issue was guns falling into <br /> the hands of criminals and that there should be tougher penalties. <br /> He would like to increase the number of police officers and provide <br /> public education programs. He felt there was no right to take away <br /> the right of a person to own a gun. <br /> 4.19 Tony Cucchiara, Traders, 685 East 14th Street, stated free <br /> triggerlocks are offered and available upon sale at Traders. He <br /> agrees with the employee certification effort. He disagrees with the <br /> Saturday Night Special ordinance because he believes it is symbolic. <br /> He disagrees with the gross receipts ordinance because the percentage <br /> has not been determined. <br /> 4.20 Sherman Spears, Director of Youth Alive, 3012 Summit Avenue, Oakland, <br /> said he was a victim of gun violence and that it imposes emotional <br /> and physical trauma to youth. He supports the ordinances because <br /> they are a good beginning, then later to move on to increased <br /> education and police officers. <br /> 4.21 Nancy Bone, 685 East 14th Street, said she opposes the SNS ordinance <br /> because there is no definition; she cannot comment on the gross <br /> receipt tax ordinance because the percentage has not been determined. <br /> She said the ordinances were unfair and a political issue. <br />
