Minutes - City of San Leandro City Council and Page - 11 - <br /> Redevelopment Agency Meeting - September 16, 1996 <br /> With regard to the use of revenue, it was stated that the funds <br /> could be placed in the General Fund, and the City Council could <br /> annually designate their use. He said Police Chief Bob <br /> Maginnis was available for questions regarding programs. <br /> Council Member Glaze requested clarification on sales to law <br /> enforcement. <br /> Mayor Corbett noted that owner Tony Cucchiara had offered to <br /> work with the Finance Department to determine sales volume by <br /> category. <br /> Upon Council request, John Jermanis clarified that the proposed <br /> gross- receipt -tax ordinance was one of the four ordinances <br /> under consideration for cities within the East Bay Corridor. <br /> Vice Mayor Polvorosa requested clarification on use of revenue <br /> pertaining to ammunition vs. other sales. Staff noted that <br /> specific sales information was not easily retrievable. Vice <br /> Mayor Polvorosa said he wanted sports guns and specific types <br /> of ammunition excluded. He asked about a specific "police <br /> killer" bullet. Chief Maginnis said he was unaware of any <br /> reputable gun store that would sell that type of bullet. <br /> Mayor Corbett requested that staff keep a list of the City <br /> Council questions being asked during the discussion. <br /> Council Member Lothrop asked about the effect of the upcoming <br /> election and the Jarvis Initiative, as well as the possibility <br /> of taking the issue to a vote. Council Member Loeffler <br /> provided a brief overview of the Jarvis Initiative for the <br /> benefit of the audience. <br /> City Attorney Steve Meyers reviewed the Jarvis Initiative and <br /> the potential impact to the Business License Tax and the <br /> possible gross- receipts tax. He noted the upcoming election <br /> periods -- the next City Election occurs in 1998 and the March <br /> 1997 Special Election with the possible School Bond. He <br /> clarified the Brown Act requirements related to the 45 -day <br /> Public Hearing notice. He noted that the form of the ordinance <br /> had not been approved. He said during this meeting they may <br /> decide what to tax, the rate, and any exemptions. He said <br /> there were several options for acting on the Agenda item and <br /> the motion concerning the use of revenue. He clarified that, <br /> if the City Council chooses to act on the ordinance, they would <br /> then direct the Acting City Clerk to begin the public <br /> notification process. <br /> Council Member Loeffler said it was prudent to receive answers <br /> to the Council's questions prior to making a decision; he <br /> suggested the item be placed on the November 18, 1996, Agenda. <br />
