• <br /> Minutes - City of San Leandro City Council and Page - 12 - <br /> Redevelopment Agency Meeting - September 16, 1996 <br /> Council Member Glaze stated his concern that the issue keeps <br /> returning without action taken. He is bothered that it is <br /> labeled as a gun - control issue when it is a business issue. He <br /> would like the City Council to make a decision; staff and <br /> Council time is being tied up by prolonging the issue. <br /> Mayor Corbett agreed that the issue needs to finalized. She <br /> said it had been understood that enough information would be <br /> available for a decision by this meeting but later found <br /> additional time would be required to attain all of the <br /> information, specifically retail -sales revenue. <br /> Council Member Glaze noted that he had specifically asked if <br /> all data could be collected by this date. He also noted that <br /> the questions asked this evening are the same as those asked at <br /> the last meeting; there is a responsibility to the audience not <br /> to continue the item. <br /> Council Member Loeffler concurred with Council Member Glaze's <br /> comments and stated that there is yet outstanding information <br /> needed. He thanked the audience for presenting their views. <br /> Council Member Galvan agreed with Council Member Glaze. He is <br /> prepared to make a decision and noted that the City Attorney <br /> had answered all of the questions. He said he would like to <br /> finish the issue. <br /> Mayor Corbett said she was concerned about timing. She asked <br /> John Jermanis about the wholesale numbers and any other <br /> information about retail firearms and ammunition vs. other <br /> types. Staff noted that Traders was unable to provide the <br /> specific sales information prior to this meeting and has a <br /> limited number of staff to conduct the research. <br /> Upon Vice Mayor Polvorosa's request, the City Attorney <br /> clarified the Brown Act requirements for ordinances and the <br /> need for the Council to provide direction to staff. <br /> Council Member Young restated the Council's voting parameters <br /> for this meeting. <br /> Council Member Loeffler said he advocates taking more time and <br /> said there had been very little discussion on program options. <br /> He noted that the Youth Advisory Commission may serve as a <br /> resource. <br /> Mayor Corbett asked about creating a City Council ad hoc <br /> committee to discuss program development. City Attorney Meyers <br /> concurred. <br /> There was discussion regarding revenue based on a 3% rate, the <br /> firearms, and the options, as outlined in the staff report. <br />
