• Minutes - City of San Leandro City Council and Page - 12 - Redevelopment Agency Meeting - September 16, 1996 Council Member Glaze stated his concern that the issue keeps returning without action taken. He is bothered that it is labeled as a gun - control issue when it is a business issue. He would like the City Council to make a decision; staff and Council time is being tied up by prolonging the issue. Mayor Corbett agreed that the issue needs to finalized. She said it had been understood that enough information would be available for a decision by this meeting but later found additional time would be required to attain all of the information, specifically retail -sales revenue. Council Member Glaze noted that he had specifically asked if all data could be collected by this date. He also noted that the questions asked this evening are the same as those asked at the last meeting; there is a responsibility to the audience not to continue the item. Council Member Loeffler concurred with Council Member Glaze's comments and stated that there is yet outstanding information needed. He thanked the audience for presenting their views. Council Member Galvan agreed with Council Member Glaze. He is prepared to make a decision and noted that the City Attorney had answered all of the questions. He said he would like to finish the issue. Mayor Corbett said she was concerned about timing. She asked John Jermanis about the wholesale numbers and any other information about retail firearms and ammunition vs. other types. Staff noted that Traders was unable to provide the specific sales information prior to this meeting and has a limited number of staff to conduct the research. Upon Vice Mayor Polvorosa's request, the City Attorney clarified the Brown Act requirements for ordinances and the need for the Council to provide direction to staff. Council Member Young restated the Council's voting parameters for this meeting. Council Member Loeffler said he advocates taking more time and said there had been very little discussion on program options. He noted that the Youth Advisory Commission may serve as a resource. Mayor Corbett asked about creating a City Council ad hoc committee to discuss program development. City Attorney Meyers concurred. There was discussion regarding revenue based on a 3% rate, the firearms, and the options, as outlined in the staff report.
