Minutes - City of San Leandro City Council and Page - 13 - <br /> Redevelopment Agency Meeting - September 16, 1996 <br /> Vice Mayor Polvorosa commented on Option C, applying to <br /> concealable handguns only, and noted his support, with some <br /> exclusions. <br /> Mayor Corbett reviewed the process options available for the <br /> evening. She noted that, if it went forward this evening, then <br /> it could be voted on at a later date. <br /> Council Member Loeffler moved to adopt Version C, pertaining to <br /> concealable weapons, at a rate of 3%. <br /> City Attorney Meyers noted that the Acting City Clerk must be <br /> directed by Council to proceed with the public notification <br /> process. <br /> Council Member Glaze said this began with good ideas about gun <br /> legislation, that guns are associated with crime. He said he <br /> is not comfortable with targeting one business in order to <br /> support a philosophy; the ordinance may drive the business <br /> away. He said he hopes the owner of Traders will help with <br /> programs such as D.A.R.E. He said he was not in support of the <br /> ordinance. <br /> Council Member Galvan agreed with Council Member Glaze. He <br /> understands it is an emotional issue and supports crime <br /> prevention. This is a business decision. He supported the <br /> other three ordinances, but does not support this ordinance. <br /> He respects the power of the taxing authority, and they must <br /> act responsibly. He is committed to finding funds to support <br /> the programs identified. He said an impact analysis had not <br /> been conducted. This is a fairness issue. He said they had <br /> not worked within the community about the issue. He takes <br /> issue with designating funds for a particular use that could <br /> change with future City Councils. <br /> Mayor Corbett expressed her concern about comments she has <br /> heard in the community regarding the Jarvis Initiative. She <br /> noted that changes may be made by future Councils on every <br /> issue. She encouraged the Council to move forward on the <br /> issue. <br /> Council Member Young said this was a difficult issue. She said <br /> that, as a business owner, she supports the Chamber of Commerce <br /> in their discussions of the issue. She said it would be <br /> hypocritical of her not to support the Chamber's decision. She <br /> intends not to carry the issue forward. She noted that the <br /> Council had supported three of the four gun - related ordinances. <br /> She is concerned that other communities have not yet passed <br /> this ordinance. <br /> Council Member Galvan said that no other city has passed this <br /> ordinance. He commented on Tony Cucchiara's offer to support <br /> and help with programs, as noted in his letter to the Council; <br /> the Council should take him up on that offer. <br />
