Minutes - City of San Leandro City Council and Page - 10 - <br /> Redevelopment Agency Meeting - October 7, 1996 <br /> Council Member Glaze commented on the safety issues regarding people <br /> exiting on Washington Avenue. He said the hours should be limited <br /> late at night. He is concerned about the closure of the gate and <br /> said perhaps the hours could be regulated. This may assist small <br /> children in going to school by way of a residential street. He would <br /> like both parties to come together on the issue. He acknowledged the <br /> parking problems and hoped there would be a solution with the gate <br /> remaining open. <br /> Council Member Galvan commented on the difference between the <br /> Planning Commission and the staff recommendations pertaining to the <br /> closure of the pedestrian gate. Staff provided background on the <br /> deliberation and voting process to date; the Planning Commission had <br /> received testimony and complaints during the Public Hearing. <br /> Council Member Galvan agreed with Vice Mayor Polvorosa's suggestion <br /> to look at the issue for six months; he said there is a <br /> responsibility to both the St. Moritz tenants and the Harold Avenue <br /> residents. <br /> Council Member Lothrop also agreed with Vice Mayor Polvorosa's <br /> suggestion. She asked for the number of children in the complex; the <br /> Manager estimated 36 -48 children. She is worried about the safety of <br /> the children if they use the Washington Avenue side and asked that <br /> staff monitor this closely. <br /> Vice Mayor Polvorosa commented on the number of driveways and traffic <br /> on Harold Avenue compared to the Washington Avenue side. He said it <br /> is safer to walk on Washington Avenue than Harold Avenue. <br /> Mayor Corbett said it seemed reasonable to look at the issue for a <br /> six -month period. She said it was unfortunate that there was no <br /> agreement in the mediation process. She hoped the differences could <br /> be worked out and encouraged both parties to work together during the <br /> trial period to develop a solution. She agreed with the issue of <br /> having the gates closed from 10:00 p.m. to 5:00 a.m. and allowing for <br /> exit only during the other periods. She would not like to see people <br /> trying to dodge the gate to exit. She would like continued <br /> monitoring if the pedestrian gate is to be closed. She said the <br /> Council had heard the concerns of the neighborhood regarding speed <br /> and noise. <br /> Council Member Young requested clarification pertaining to <br /> modification of the Zoning Code. <br />
