Minutes - City of San Leandro City Council and Page - 9 - <br /> Redevelopment Agency Meeting - October 7, 1996 <br /> 3.1.12 Roseann Sullivan, Member of the Management Team, cited several <br /> residents, including school children and senior citizens, who <br /> use the Harold Avenue exit. She commented on safety issues. <br /> She noted the City Council had received a petition with <br /> signatures. She highlighted several letters from tenants in <br /> support of retaining the Harold Avenue gate. <br /> There being no further comments from the public, the Public Hearing <br /> was closed. <br /> M /S /C Polvorosa and Young. Ayes: 7; Noes: 0 <br /> Vice Mayor Polvorosa said he had met with Mr. Villareal, Mr. <br /> Sullivan, and Mr. Feliciano in an effort to try to find the best <br /> possible solution. He suggested the Council accept the <br /> recommendations with exceptions. He suggested limiting the hours of <br /> the vehicle gate to be closed between 10:00 p.m. and 5:00 a.m. and to <br /> close the pedestrian gate, except for safety matters only; this could <br /> be done for a trial period of six months. He said he was willing to <br /> work with everyone involved to evaluate the situation. <br /> Council Member Loeffler requested clarification as to the Fire <br /> Department's recommendation pertaining to the removal of the spikes. <br /> Staff said the Fire Department- has reviewed the report and has <br /> indicated that the spikes must be removed. <br /> Mayor Corbett restated Vice Mayor Polvorosa's suggestion; he <br /> concurred with the removal of the spikes. <br /> Council Member Young asked about the possibility of speed humps on <br /> Harold Avenue. Vice Mayor Polvorosa stated that he would like a six - <br /> month trial basis prior to considering speed humps. He said much of <br /> the problem may be solved with the closure of the pedestrian gate. <br /> Council Member Galvan asked if speed humps were on the driveway <br /> exiting out to Washington Avenue. He stated his concern about the <br /> potential hazard of people walking in front of the driveway and that <br /> speed humps may slow down the vehicles. The St. Moritz Manager said <br /> there were speed humps. <br /> Council Member Young asked if the pedestrian gate could remain as an <br /> exit only. Vice Mayor Polvorosa said there would still be a problem <br /> with people parking on Harold Avenue. Council Member Young also <br /> requested clarification about the remote control. Staff noted that <br /> the loop detector and the remote control would need to be used <br /> together. <br /> Council Member Loeffler asked if concave mirrors could be installed <br /> at the exits onto Washington Avenue for drivers to view pedestrians. <br /> Staff said it could be a possibility. Council Member Loeffler noted <br /> his concern about people jumping over the gate. <br />
