Minutes - City of San Leandro City Council and Page - 13 - <br /> Redevelopment Agency Meeting - October 7, 1996 <br /> Mayor Corbett agreed the issue should be pursued and directed the <br /> Interim City Manager to contact EBMUD and schedule time with the <br /> Council. <br /> 4.5 Barbara Keenan, East Bay Books, supports the ice rink and submitted <br /> signed petitions to the Clerk. She thanked the City Council for <br /> sending her to the California Downtown Conference. She said there <br /> were discussions about the importance of revamping downtowns, <br /> promoting activities, and supporting youth. She urged the Council to <br /> reconsider the ice rink. She also encouraged the Council to attend <br /> next year's Conference and to promote the downtown. <br /> 4.6 Marilyn Fong, 2762 Lakeview Drive, supports bringing the rink back <br /> this year. She said she took classes of children to the rink last <br /> year and said it was a positive experience. She said the children <br /> are also constituents. She said the ice rink could become an image <br /> or identity for San Leandro, much like garlic is to Gilroy. She <br /> suggested a fundraising dunk tank. <br /> 4.7 Bob Berger, 13475 Bancroft Avenue, urged the Council to support use <br /> of the Bal Theater as a performing arts center. He submitted a <br /> rendering of the Bal Theater for review. He said he has taken the <br /> idea to homeowners' associations. He said he may come back in the <br /> near future requesting that a feasibility study be conducted for <br /> potential uses at the Bal Theater. He said that, for the record, he <br /> has no financial interest in the Bal Theater. <br /> 4.8 Larry Allphin, Allphin Jewelers and Downtown Business Association, is <br /> in support of the ice rink. He said it had a positive impact on his <br /> business last year with regard to the overall quality of life in San <br /> Leandro. He submitted "Save the Ice Rink" postcards he collected at <br /> the Farmers' Market. He said the activity has tremendous potential <br /> for growth in the future. He said a high - quality event like this <br /> helps to remind customers of the high quality of life in San Leandro. <br /> 4.9 Pauline Stafne, 1373 Lillian Avenue, commented on the stop signs at <br /> Lillian Avenue. She said the area is dangerous because people don't <br /> use the stop signs. She is concerned about safety issues at the <br /> intersection. <br /> Vice Mayor Polvorosa asked about her comment regarding area residents <br /> not stopping. She replied that this was a problem. <br /> 4.10 Dick Kahler, Bay Bank of Commerce, said Walt's Health Club would be <br /> most affected if the ice rink went into the parking lot near <br /> Ploughman's Restaurant. He said his business was impacted last year <br /> with trash in the lot, children running amongst cars, and customers <br /> inconvenienced. He said the owner of Walt's Gym agrees with him. He <br /> said there is already a parking problem in the downtown and they <br /> should not further that problem. He supports the Council's decision <br /> not to fund the ice rink. <br />
