Minutes - City of San Leandro City Council and Page - 21 - <br /> Redevelopment Agency Meeting - October 7, 1996 <br /> Council Member Galvan agreed with Council Member Glaze and noted <br /> Mayor Corbett's efforts. He said it was important to invest funds <br /> toward permanent youth programs and facilities, such as a sports <br /> complex. He said the Council is committed to youth. He said past <br /> Councils and the current Council are very committed to the downtown. <br /> He said the Council should be prudent in their spending. He said <br /> staff had outlined several holiday activities and events for the <br /> downtown as alternatives to the ice rink. He said last year had been <br /> pulled together quickly, and this year a site has not yet been <br /> identified. He said the Council had received a letter in opposition <br /> to the Scribner site; this confirms that it is too late. <br /> Council Member Lothrop asked about the location issue. Interim City <br /> Manager Grycz noted that staff has compiled some information <br /> regarding possible locations. Mayor Corbett noted that a location <br /> was not pursued due to the Council's vote. She said there were <br /> problems with some locations in the downtown area due to power <br /> requirements; also, there are no vacant buildings for skate rental. <br /> Council Member Lothrop suggested looking into the Peterson property. <br /> Interim City Manager Grycz did not recommend the site due to parking <br /> issues and that it is not in the heart of the downtown. Council <br /> Member Lothrop questioned why the issue had been brought up at such <br /> a late date. Mayor Corbett noted the staffing transitions. <br /> Council Member Young referenced the contract obligations and <br /> availability of skates. She said it was an emotional issue. She <br /> said she has concerns about location, trash problems, restroom <br /> access, and a skate - rental building. She thanked the Mayor for her <br /> fundraising efforts and said she would personally commit funds for <br /> next year, but she thinks it is too late for this year. <br /> Council Member Loeffler said he had been clear on the decision made <br /> at the September 3, 1996, Council meeting. He said there would be <br /> expectations in future years if a second year is funded. He <br /> acknowledged the need for permanent facilities and activities. He <br /> said the Council strongly supports the downtown. He said he is <br /> looking at long -term benefits for the total community. He said he <br /> had not received any calls on this issue; his position has not <br /> changed. <br /> Vice Mayor Polvorosa said he had initially supported the project, but <br /> he has received several calls against the rink and a letter from a <br /> homeowners' association, also against the rink. He commends everyone <br /> who raised funds for the activities but does not think the Council <br /> should support the rink. He is concerned about the noise, trash, and <br /> other related issues. He fully supports permanent facilities and <br /> activities. <br /> Council Member Young said if the core group continues and plans for <br /> next year she would commit funds. She also suggested that the Youth <br /> Advisory Commission be included. <br />
