Minutes - City of San Leandro City Council and Page - 23 - <br /> Redevelopment Agency Meeting - October 7, 1996 <br /> 7. OPEN FORUM <br /> Open Forum is limited to 3 minutes maximum per speaker, 15 minutes total. <br /> 7.1 Ken Pon, 2763 Lakeview Drive, said he agreed with the City Council's <br /> desire to look into permanent facilities for youth. He said rather <br /> than using public funds, they should look into privately funded <br /> activities. He said if he could have a wish, he would like to see <br /> Pelton Center roofed over for a permanent ice rink. He said the <br /> money committed this evening for the downtown promotions still does <br /> not provide a permanent activity. He said he had spoken with the <br /> owner of Walt's Gym regarding the ice rink location in the parking <br /> lot. <br /> 7.2 Lou Filipovich, 15376 Laverne Drive, said Senator Moynihan announced <br /> that cities will no longer have the ability to fund large projects, <br /> such as the Oakland Coliseum. He said he had comments regarding the <br /> Appeal by Paul Martin but would reserve them for the November 4, 1996 <br /> Council meeting. He asked for clarification on the funding for the <br /> Auto Mall project. <br /> Interim Assistant City Manager John Jermanis came forward with <br /> clarification regarding the project budget. <br /> 8. CITY COUNCIL REPORTS AND COMMENTS <br /> 8.1 Reports on Intergovernmental Agencies <br /> None <br /> 8.2 Reports on City Council Subcommittees <br /> None <br /> 8.3 City Council Comments <br /> 8.3.1 Council Member Galvan said he was not comfortable with the ice <br /> rink process but was proud of the alternative activities <br /> proposed, as well as future permanent activities for the <br /> community. He said several other communities hold contests <br /> for decorating during the holiday season. He said he would <br /> like to look into this type of activity. <br /> 8.3.2 Council Member Young noted her appreciation to the City <br /> Council and audience regarding her recent surgery. She said <br /> she is doing well. <br /> Council Member Young asked the Council to consider planting a <br /> tree and, perhaps, a permanent plaque for on -going <br /> recognition, in Halcyon Park, to honor John Justino for his 19 <br /> years serving the community. She said the Justino Family had <br /> originally donated land at the park. <br />
