NEW BUSINESS <br /> 6.5 Matter of Appeal by Paul Martin of (ZA -96 -1) Administrative Decision <br /> of the Development Services Director, Denying the Use of the Former <br /> Bal Theater (14808 East 14th Street) by the Universal Church of the <br /> Kingdom of God; Appellant: Paul Martin, et al, Property Owner. <br /> Mayor Corbett asked Interim City Manager Wandzia Grycz to comment on <br /> New Business Item 6.5. Wandzia noted that staff had received a <br /> letter from the Applicant, Mr. Paul Martin, requesting the item be <br /> continued to a later date. Staff recommended the item be continued <br /> for 30 days to the November 4, 1996, City Council meeting. The <br /> circumstances are explained in the letter. <br /> The following Motion was then introduced: <br /> Minute Order No. 96 -37, Matter of Appeal by Paul Martin of <br /> Administrative Decision of the Development Services Director, Denying <br /> the Use of the Former Bal Theater (14808 East 14th Street) by the <br /> Universal Church of the Kingdom of God; Appellant: Paul Martin, et <br /> al, Property Owner. (2167) <br /> The City Council continued the matter of the Appeal by Paul Martin of <br /> Administrative Decision of the Development Services Director, Denying <br /> the Use of the Former Bal Theater, to the November 4, 1996, City <br /> Council Meeting. <br /> M /S /C Galvan and Polvorosa. Ayes: 7; Noes: 0 <br /> 3. PUBLIC HEARINGS <br /> 3.1 Matter of 5D- 75 -44; St. Moritz Apartments; 14744 Washington Avenue; <br /> to Consider Revocation or Modification to the Site Development Sub - <br /> • Commission Approval Granted in 1975, to Permit Vehicle and Pedestrian <br /> Access to Harold Avenue from the St. Moritz Apartments; Assessor's <br /> Parcel Number 077C- 1305- 001 -002; City of San Leandro, Applicant; RM <br /> 1800 Residential Multiple Family District. <br /> - Motion Approving or Denying SD- 75 -44. <br /> This being the time and place for the Public Hearing on the above <br /> matter, Planning Manager Steve Emslie presented a staff report that <br /> included a description of the site, chronological history to date of <br /> past recommendations and actions, and a history of the pedestrian <br /> gate and traffic exits. He cited the petition received in February <br /> from residents of Harold Avenue asking for closure of the exit onto <br /> Harold Avenue. <br />
